OPENING ACCESS TO CGIAR RESEARCH AND KNOWLEDGE From Data, Information and Collaboration to Food Can opening access to CGIAR research have a positive influence on the lives of the poor in developing countries? Can improved access to and use of data, information and research outputs increase the value of these outputs? Is broader collaboration among all stakeholders from the design to the end product necessary to make a difference? The CGIAR's ICT-KM Program believes the answer to these three questions is yes and is trying to address them. Beginning in 2003, the CGIAR ICT-KM Program's Investment Plan addressed connectivity, content and work culture needs within the 15 CGIAR Centers. The idea was to start by getting the internal house in order before looking at ICT and KM issues involving the broader agricultural research community. In 2005, the Program organized an extensive two-week online consultation including over 200 participants from both within the CGIAR and national partner organizations to discuss the broader picture. This consultation provided the inputs to a new proposal/strategy entitled: “ICT-KM 2 - Global Public Goods (GPGs): From Data and Information to Food". To be launched in 2008, this new strategy proposed: • A preparatory, intensive study of the needs of priority users; • Integrated access to global public goods stewarded by the CGIAR (technical standards/portal work); • Networking and capacity building to ensure the best possible linkages between CGIAR, NARS and other partners for public goods generation and sharing; • Value-added information products and services; and • Monitoring and evaluation. The overall objective of the strategy is to make it easier for CGIAR staff, partners and potential partners to access, use and add value through collaboration to the research and scientific outputs of the CGIAR - and so to have a positive influence on the lives of the poor. A recurring theme of the on-line consultation was the need to better identify the primary users of information Global Public Goods (iGPGs), both current and potential, and their priority uses. Improving access to what data/information/knowledge for which users would make the biggest difference? What needs to be done to remove obstacles and empower users to add value? Increased understanding in this area will allow refinement of both the overall strategy and its constituent activities. From August to December 2007, a user needs study and consultation process involving e-conferences, workshops, interviews and online tools will be employed to finalize inputs to a CGIAR ICT-KM strategy that will inform the development of an investment plan in 2008. More specifically, the ICT-KM Program will be running a three-week online discussion from September 12 to October 3 to seek inputs on users needs and feedback on the proposed strategy. While lively debate is encouraged, at times people can get out of hand and offend one another. This can lead to anger, frustration, and hurt feelings. We hope participants will make every effort to be careful of the feelings of others. Postings that the moderators feel contain personal attacks on members will be deleted from the Forum, and offenders will be warned and, if repeat offenses occur, possibly banned. We hope this is never necessary. QUOTING FROM A MESSAGE IN A REPLY When you respond to a message, please try not to quote too much of the message, keeping only the parts of the original message needed to let people know what you are replying to. If quoting is excessive and/or redundant, moderators may delete prior message quotes or return the message to the author for modification. If you are responding to a digest version of this list, which will have all the messages from the day or week it was posted, there may be a great deal of quoted text, and we would appreciate if you would make an effort to delete it. SUBJECT LINES There will often be a large number of messages posted to the e-Agriculture forum. Not everyone is interested in everything posted, so it will be appreciated if members will try to state the subject of their post clearly in their Subject: lines, so that readers will know what their posts are about and whether they are interested in them. If you change the direction of a conversation, be sure to change the subject line to reflect the new topic. Thanks. Also, if you are receiving messages as a digest, make sure to put the title of the message to which you are replying into the subject line when you respond. If you just reply to the message without copying the title, only the digest number will be shown as the subject, and readers will not know what your message is about. REPRINTS, ANNOUNCEMENTS and ADVERTISING Sometimes messages are posted to online forums that are obviously advertisements. While naturally many relevant posts may alert the community to websites, books, and resources created by members, moderators will use their discretion to decide what is acceptable, and may remove some posts that are more promotional than relevant. The purpose of the forum is generally discussion, rather than announcements or promotion. Material reprinted from other sources may not be accepted on this list due to possible copyright issues. This will be at moderator's discretion. One possible solution for posters is to include links to the original source of material to which they would like to alert the community. The e-Agriculture community includes thousands of people from all over the world and represents great diversity in cultures, experiences, and interests. The content and language used in messages should reflect an appreciation of this diversity, and the possibility that messages may be interpreted differently by different audiences. LENGTH Please keep messages under 3 paragraphs or 500 words, for easy readability. One solution is to break long messages into shorter posts, including appropriate subject lines for each. Have no attachments; all text has to be in the body of the posted message web links are ok; If you have a longer report, transcript, or paper to offer, you may want to offer members a summary, with instructions as to where they can request the full information, or include a weblink to the information. You could also send long files to the moderators, who can then archive them in an accessible location. TECHNICAL QUESTIONS Technical questions should be posted to the 'Questions and Comments about e-Agriculture.org' section of the Forum, or addressed to moderators privately.
