Digital agriculture drives Kosovo’s digital transition toward inclusive and sustainable development

Kosovo has formally adopted the Digital Agriculture Programme and Action Plan 2025–2028, a milestone that places digital agriculture at the core of the country’s digital transition and sustainable development agenda. The Programme, led by the Ministry of Agriculture, Forestry and Rural Development (MAFRD) with technical support from the Food and Agriculture Organization of the United Nations (FAO), was officially adopted on 18 July 2025 and presented to national and international stakeholders in Pristina.

The adoption marks a decisive step toward modernizing Kosovo’s agriculture sector through digitalization, recognizing agriculture as a strategic pillar of the economy and a key driver of rural development. By embedding digital agriculture within national digital transformation efforts, the Programme responds to challenges such as fragmented data systems, limited digital literacy, and unequal access to services—particularly for small-scale farmers and rural women.

Developed under the joint programme “Strengthening Digital Transformation in Kosovo”, the Digital Agriculture Programme provides a structured roadmap for action across three strategic priorities. These include strengthening data governance and interoperability of public administrative systems in line with EU Common Agricultural Policy requirements; expanding digital services, advisory tools, and market access for farmers; and building digital skills while fostering an enabling ecosystem for agritech innovation.

The Programme is grounded in extensive analysis and consultation, building on a national digital agriculture assessment conducted in 2022 and a series of multi-stakeholder workshops convened by FAO and MAFRD. Gender-responsive measures are integrated throughout, ensuring that digital agriculture solutions are inclusive and tailored to the needs of marginalized groups.

With approximately 500 government officials and 362,700 farmers expected to benefit, the adopted Programme significantly contributes to the Sustainable Development Goals by strengthening food systems, enhancing climate resilience, improving digital connectivity, and fostering economic growth. Its implementation will also support Kosovo’s alignment with EU standards and international best practices in digital agriculture.

By strengthening digital skills, connectivity and service delivery in rural areas, the Programme aligns with FAO’s Digital Villages Initiative (DVI), ensuring that digital agriculture policies translate into tangible benefits for smallholders, rural women and youth.
