The National Agricultural Research Organisation (NARO) has initiated a policy in which non-public agricultural research institutions shall access agricultural research funds. The non-public institutions including the private sector, civil society organisations, tertiary institutions, farmers'groups and individuals will access research funds to enable fair competition for scarce resources. The public relations officer Naro secretariat Mr Robert Anguzu while talking to the Daily Monitor said that agricultural research was formerly preserved for the public sector and the non-public agricultural research institutions were left out. "Research activities were not properly coordinated because the legislation governing agricultural research was fragmented," he said. Anguzu said that the research funds will be got through a competitive grant scheme by calling for proposals and interested parties will apply to undertake a particular research as specified by the Naro governing board. He added that Naro found the policy advantageous because it goes beyond the traditional public agricultural research institutions (PARI) to include the non- "PARIs". Anguzu said that the policy emphasises pluralism in provision of agricultural research services as it includes both the private and public agricultural research institutions. He revealed that Naro has also established a directorate of quality assurance (DQS) to check the fierce competition that may arise. He explained that the quality of scientific integrity and establishment of the DQA should maintain professional excellence to check the competition. originally published in:
