INTRODUCTION

The inland water fisheries of Africa's river and lake basins provided some 1.6 million tons (44 percent) of the total marine and freshwater yield from the continent and continental waters in 1979 thus demonstrating the ongoing dependence of the region's food supply and economy on inland water fisheries.

In continued recognition of the importance of increasing inland water fishery output in Africa, CIFA, at its Third Session in 1977, recommended that a symposium emphasizing planning, development, and management should be held in conjunction with the Fourth Session with particular attention given to the effects of conflicting and competiting water uses on fishery planning and development, and aspects of the management of international (shared) fishery waters.

In line with this recommendation and based on a general consensus of opinion that a river basin approach could provide an efficient means for addressing problems of inland water fishery management and developement both at national and regional levels, the Seminar on River Basin Management was therefore held in conjuction with the Fourth Session in Blantyre, Malawi from 8 to 10 December 1980, with the following objectives:

“To bring to light the wide variety and complexity of problems encountered in the development and management of the fisheries of river basins in the broader context of multi-purpose management and development of river basins”,

and

“To identify those problems which are common regionally and interregionally in river basin management and development, and to seek common approaches which can be adopted to solve these problems”.

The ‘Seminar’ framework was selected as a means of broadening participation and particularly so that an atmosphere stimulative of discussion among all participants would prevail.

The Seminar was ably chaired by Professor J.B.E. Awachie (Nigeria) who was assisted by Discussion Leaders and Rapporteurs drawn from the participants for each of the parts and sessions of the Seminar.

Individual contributions were presented by the authors, and at the end of each session a discussion period followed. A plenary session was held for a review and discussion of the entire Seminar.

INTRODUCTION

En 1979, les pêches continentales dans les bassins hydrographiques d'Afrique ont fourni environ 1 600 millions de tonnes de poisson soit 44 pour cent des captures en mer et en eau douce pour l'ensemble du continent, ce qui prouve que la région continue à dépendre des pêches intérieures pour son économie et son ravitaillement.

Considérant la nécessité d'augmenter la production des pêches continentales en Afrique, le CPCA a recommandé, à sa troisième session de 1977, la réunion, lors de sa quatrième session, d'un symposium mettant l'accent sur la planification, le développement et la gestion, en accordant une attention particulière aux conséquences des utilisations conflictuelles et compétitives des ressources en eau sur la planification et le développement des pêcheries, et à la gestion des eaux internationales dans lesquelles la pêche est pratiquée par plusieurs pays.

Conformément à cette recommandation et comme il est généralement admis que l'étude des conditions des divers bassins hydrographiques pourrait fournir un moyen efficace d'aborder les problèmes de gestion et de développement des pêches continentales au niveau tant national que régional, un séminaire sur l'aménagement des bassins hydrographiques s'est tenu à l'occasion de la quatrième session du CPCA à Blantyre, Malawi, du 8 au 10 décembre 1980, avec les objectifs suivants:

“mettre en lumière la diversité et la complexité des problèmes de développement et de gestion des pêcheries dans le contexte de l'aménagement et de la mise en valeur des bassins hydrographiques à des fins multiples”;

“identifier les problèmes de gestion et de mise en valeur des bassins hydrographiques communs aux niveaux régional et interrégional, et chercher à définir les approches communes susceptibles de les résoudre”.

La formule du séminaire avait été retenue comme moyen d'élargir la participation et de garantir notamment une atmosphère stimulante de discussion entre tous les participants.

Le séminaire était placé sous la présidence éclairée du Professeur J.B.E. Awachie (Nigéria), assisté d'animateurs et de rapporteurs choisis parmi les participants pour chacune des parties et sessions du séminaire.
