AQUACULTURE FOR LOCAL COMMUNITY DEVELOPMENT PROGRAMME
TERMS OF REFERENCE OF THE ADVISORY COMMITTEE
The Aquaculture for Local Community Development Programme is an inter-regional project, initially focusing on the activities of the SADCC countries.
The Programme is executed by FAO. The Preparatory Phase 1986–1989 is funded by Sweden (SIDA).
The Advisory Committee is established to facilitate an active participation by the Government and the donor country in the planning, implementation, monitoring and evaluation of the Programme.
The members of the Committee are:
the executing agency
The Committee will advise on Programme implementation by:
reviewing the progress in terms of results of activities and their relevance to the purposes and target groups of the Programme
analysing the performance as to approach, rate and quality of execution and liaison with countries and agencies concerned
examining the work programme and the annual work plans
The meetings of the Committee:
will be held at least once a year in participating countries on a rotational basis
will be convened by the Secretariat in consultation with the chairman and the participating countries
and its recommendations will be documented in reports adopted by the Committee and these reports will be submitted to the SADCC Sub-Committee on Fisheries by the chairman and the ALCOM Programme Manager
The Secretariat of the Committee will be provided by the Programme.
AQUACULTURE FOR LOCAL COMMUNITY DEVELOPMENT PROGRAMME
WORK PLAN FOR 1989
1. Background
The preparatory phase terminates in September 1989. The focus of the work during the remainder of the phase will be to finalize initiated activities, summarize experiences gained in a set of protocols and guidelines, and prepare pilot activities for the proposed second phase.
2. Activities and expected outputs
(1) surveys of fish farmers
Activities:
final report on surveys in Zambia
Expected output:
Documentation of status and outlook for rural fish farming in selected areas in the region and the identification of elements to be included in protocols and guidelines.
(2) pilot project in Eastern Province, Zambia
The pilot project will continue with the same approach as earlier (however, with revisions as experience is gained).
Activities:
monitoring of performance of fish farmers who have started fish farming activities
monitoring of group dynamics in managing fish farming
monitoring of rate of expansion of fish farming in the three communities
continued extension efforts in the three communities and expansion of activities to other communities
initiation of activities for reservoir exploitation in Eastern Province
Expected outputs:
preliminary conclusions on the cost and effectiveness of the approach chosen for the introduction of rural fish farming
the relevance of the approach in reaching the intended target groups
identification of factors to be included in protocols and guidelines
A plan for continued activities in Eastern Province for the period 1989–1991 will be elaborated in cooperation with Department of Fisheries during the second half of 1988.
(3) pilot project preparations
The aim is to prepare pilot projects which can be implemented in the initial stages of the second phase related to the target areas, aquaculture and farming systems, utilization of small water bodies, women and youth in aquaculture and extension/-training.
Activities:
preparatory surveys and investigations for utilization of reservoirs and other small water bodies including preparation of a pilot project document
preparatory surveys and investigations in Botswana for the utilization of small water bodies benefitting rural communities and the preparation of a pilot project document
preparation of pilot project addressing effective extension systems for aquaculture integrated with existing extension services, identification of training needs and initial preparation of extension/training material
other pilot projects as identified by proposed target areas.
(4) initiation of pilot activities related to continuous/intermediate harvesting strategies (provided sufficient funds can be made available)
As described in the Progress Report, continuous/intermediate harvesting strategies have benefits for the remote rural farmers. Based on these findings it is proposed that benefits, problems and possible improvements of such strategies be studied, tested and demonstrated. The pilot activity will include:
in-depth studies in selected areas on benefits and problems
on-farm trials to improve the practices
research station activities to scientifically document comparative benefits, disadvantages of different harvesting strategies and test improved practices
The activities are planned to be initiated in two or three locations during the next reporting period and continued as a separate pilot project during the second phase.
(5) a technical consultation meeting on aquaculture and human nutrition
The meeting is intended to gather aquaculturists, nutritionists and planners to review the role of aquaculture in human nutrition and propose activities for further investigations and to increase the role. Proposed timing March/April 1989.
(6) liaison
Contacts established in Asia will be continued with exchange of reports and other publications. Contacts with ongoing aquaculture activities in Africa will be expanded and contacts with Latin America established. The main aims of these activities are to:
disseminate experiences gained in ALCOM and other activities in the region
utilize experiences gained in other regions in the preparation and implementation of pilot activities
facilitate dissemination of experiences from other regions to SADCC countries
(7) documentation and information
An acquisition and classification system for the ALCOM library will be established. The second issue of ALCOM News will be distributed at the end of the preparatory phase.
(8) preparation of the final report and a document with preliminary protocols and guidelines for the introduction of small scale rural fish farming based on experiences during the first phase
(9) Third Advisory Committee Meeting to conclude the preparatory phase and for guidance for the second phase.
