The Capacity Building (CB) Component of the Global Forest Observations Initiative (GFOI) seeks to understand the needs and to support the choices of tropical countries in the development of their national forest monitoring systems and associated emissions measurement, reporting and verification (MRV) procedures.

Under the CB Component, GFOI partners work together to coordinate the delivery of their own CB programmes into a targeted and streamlined package of support that meets country needs.

Specific activities of the component include:

• bringing partners together to coordinate the delivery of their country support programmes to ensure efficiency, maximize comparative advantages and avoid duplication or overlap;
• collaborative training and direct assistance to help meet countries’ monitoring needs and accelerate progress towards achieving their forest and emissions reporting requirements;
• training in the use of GFOI’s Methods and Guidance Document (MGD), REDDcompass and broader GFOI Family of Resources (GFoR);
• training in the use of other GFOI partners’ tools, methods and datasets;
• identifying and addressing new and enhanced guidance needs with the MGD component;
• identifying and addressing impediments to the use of data and tools to improve monitoring practices with the Data Coordination Component; and
• identifying and addressing issues hindering country progress with the Research and Development Coordination Component.

The work of the CB Component is based on the collaborative efforts of GFOI’s partners. It is led by the SilvaCarbon programme of the United States of America and the National Forest Monitoring (NFM) team of the Food and Agriculture Organization of the United Nations (FAO), both of which provide the component’s management functions in close collaboration with other GFOI partners. It also works closely with other CB partners in the World Bank, the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), universities and other various development partners.
