FECC is a specialized Division of the MARA that is responsible for coordinating China’s multilateral and bilateral cooperation in agriculture and development of international cooperation mechanisms. FECC plays a key role in promoting and facilitating the international transfer of China’s agricultural development experience and agricultural technology exchanges.
FECC provides technical advice and support to the MARA’s international assistance programme, food security, policy and institutional analysis as well as other advisory services throughout the international cooperation process.
FECC Coordinates China’s South-South Cooperation Programme (SSC) and plays a key role in the coordination and management of the FAO-China SSC Programme – which began in 2009. The main activities carried out by FECC includes:
- Identification and recruitment of experts FAO-SSC,
- Participation in the formulation of the SSC projects,
- Coordinating and conducting specific training courses under FAO-China SSC programme,
- Organizing study tours for SSC counterparts,
- Monitoring of SSC activities,
- Provision of technical supervision for the SSC projects.
Mandates
- Manage China’s international investment and agricultural aid and the South-South and Triangular Cooperation Initiatives
- Conduct research in areas relevant to rural and agricultural development, food security, agricultural investment strategies and policies.
- Support development of multilateral and bilateral agricultural economic cooperation mechanisms
- Manages agricultural international exchanges and cooperation projects
- Collaborate with international organizations and international financial institutions on scaling-up the impact of China’s international cooperation efforts
