Cette publication est la troisième d'une série de manuels de terrain de la FAO sur le développement des groupes de petits agriculteurs (GPA). Les deux premiers, Manuel de référence du promoteur de groupe (FAO, 1994) et Conseils pour la réussite d'une petite ou microentreprise de groupe (FAO, 1995), traitent de la formation et de la gestion des groupes. Tous deux réservaient une place au thème de la constitution d'associations intergroupes, sans cependant entrer dans le détail. Ce troisième manuel s'efforce maintenant de combler cette lacune.
Au cours des 25 dernières années, de nombreux organismes de développement et ONG ont encouragé la formation de petits groupes afin de renforcer la capacité d'effort collectif des petits agriculteurs. Compte tenu de leur taille réduite (généralement de 8 à 15 membres individuels), les petits groupes se sont avérés d'excellents moyens pour aider les petits agriculteurs à résoudre les problèmes et à gérer les petites entreprises. Ils sont également un vecteur efficace pour la prestation de toute une gamme de services de développement octroyés par les gouvernements, les ONG et les banques.
Toutefois, les petits groupes individuels n'ont souvent pas les moyens nécessaires pour poursuivre des objectifs plus ambitieux, comme, par exemple, améliorer les infrastructures collectives, obtenir un meilleur accès aux marchés et aux services, ou influencer les processus politiques. Dans ces cas-là, il faut une certaine forme de coopération entre les groupes pour atteindre des résultats.
Dans de nombreux pays, des petits groupes se sont créés en réseaux informels de coopération que nous appellerons ici «associations de groupes de petits agriculteurs» (AGPA). Ces réseaux visent à favoriser leurs groupes de petits agriculteurs et membres individuels affiliés en étendant leurs connaissances, en facilitant les économies d'échelle et en leur octroyant plus de poids dans les négociations.
Malheureusement, les personnes s'occupant de la promotion des AGPA ne disposaient jusqu'à présent d'aucune directive pratique ou manuel de terrain leur expliquant comment concevoir et gérer ces entités plus complexes. Le but de cette publication est, par conséquent, de fournir des informations pratiques plus poussées sur le sujet. Elle souhaite, en particulier, aider les groupes à constituer des associations intergroupes qui soient en mesure de financer et de gérer leurs propres activités, en utilisant leurs propres ressources, sans avoir besoin de recourir à l'aide externe.
Ce manuel de référence ne prétend pas fournir une réponse exhaustive à toutes les questions concernant la création d'AGPA. Néammoins, nous espérons que les directives générales qu'il énonce peuvent être améliorées et adaptées aux contextes locaux. Aussi encourageons-nous les utilisateurs du manuel à le traduire dans leur propre langue et à adapter son contenu aux conditions socio-économiques et culturelles auxquelles ils sont confrontés. Cette adaptation pourrait prévoir, par exemple, la modification ou la simplification du texte, et l'utilisation d'autres illustrations plus appropriées, pour mettre en lumière les points importants.

Les premiers utilisateurs visés sont les membres des groupes et leurs responsables, de même que les animateurs de groupe avec lesquels ils travaillent en étroite collaboration. Ces derniers (comprenant les animateurs ruraux et autres agents de développement) sont les principaux intermédiaires intervenant dans la constitution des AGPA, car ils sont en contact direct avec les groupes concernés.
Le personnel des organismes gouvernementaux et des ONG nationales pourra se familiariser avec la manière d'encourager des associations intergroupes durables, et se servir de ce manuel pour aider à former les animateurs de groupes à la constitution d'AGPA.
Le personnel des organismes internationaux comprendra mieux le rôle que les AGPA peuvent jouer dans les stratégies de développement démocratique durable.
Le manuel se compose de deux grandes parties:
Partie A: Constituer une AGPA traite des conditions nécessaires pour la réussite des associations intergroupes, des premières démarches pour leur constitution, des objectifs à fixer, et de la définition d'une structure, d'une charte et de procédures.
Partie B: Développer l'AGPA se penche sur la gestion des services communs à plusieurs groupes, la tenue de registres, la planification de la croissance, l'éducation des membres, et les réseaux de coopération entre AGPA.
En annexe figurent un système de primes salariales pour les animateurs et une bibliographie d'ouvrages conseillés.
