Constitutional provisions

Right to water: Provision for one of the directive principles of state policy Article 90 sets forth that to the extent the country's resources permit, policies shall aim to provide all Ethiopians access to public health and education, clean water, housing, food and social security.
Natural resources: The Federal Government shall enact laws for the utilization and conservation of land and other natural resources. It shall determine and administer the utilization of the waters or rivers and lakes linking two or more States or crossing the boundaries of the national territorial jurisdiction. (Art. 51). States shall administer land and other natural resources in accordance with Federal laws (Art. 52).
