国际社会已难以如期实现《2030年议程》提出的 各项可持续发展目标，尤其是有关消除饥饿和一切形 式营养不良的目标（可持续发展目标2）。COVID-19 疫情已揭示并加剧了粮食体系目前面临的各项挑战， 清楚地表明迫切需要开展颠覆性改革，保障人类充足 食物权这一基本人权。在这份勇于探索的前瞻性报告 中，高专组指导委员会提出了一个分析和概念框架， 为粮食体系彻底转型指明了战略方向。报告呼吁将能 动性和可持续性与供应、获取、利用和稳定性一道， 列为粮食安全和营养不可或缺的维度。 根据过去十年间高专组报告的 发现以及广泛的科学文献，本报告的 主要信息为： 1. 迫切需要加强和巩固关于粮食安 全和营养的概念思维，以便优先 考虑食物权、拓宽对粮食安全的 理解、采用粮食体系分析和政策 框架； 2. 近年来的粮食安全和营养结果显 示出国际社会未能实现《2030年议 程》具体目标（特别是可持续发展 目标2）的程度，并且粮食体系面 临的一系列挑战（和一些机遇）与 粮食体系变革驱动因素的主要趋势 相关； 3. 鉴于粮食体系面临的各种挑战， 促进粮食安全和营养的政策方法 和行动需要关键的政策转变和支 持，以创造支撑粮食安全六个维 度的有利条件。

本议题文件应世界粮食安全委员会（粮安委）主席的要求编写，旨在为 应对 COVID-19 疫情的粮食和营养安全影响献计献策，为筹备 2021 年 联合国粮食体系峰会出谋划策。2020 年 3 月，粮食安全和营养问题高级别 专家组（高专组）就 COVID-19 对粮食安全和营养的影响发布了一份专题文件 ，2020 年 6 月，第 15 份报告（高专组，2020b）介绍了 疫情对粮食安全和营养的最新影响。这些报告发布几个月以来，我们看到其中 提出的很多关切都已成为现实，并更多了解到疫情对粮食安全和营养的复杂 影响。 本议题文件更新并延续了高专组此前的分析，即针对 COVID-19 及相关封锁 措施形成的影响粮食体系的主要趋势，进行更为全面和深入的审查。本文件还 扩展了针对疫情对粮食安全各个维度影响的分析。
