Over two decades, food systems have faced a growing number of heterogeneous shocks – climate extremes, geopolitical conflicts, health emergencies, and energy crises – exposing structural vulnerabilities that affect all countries but fall most heavily on developing nations. Food systems are essential infrastructure for macroeconomic stability and national security; their fragility generates consequences far beyond agriculture.

Building resilience requires sustained investment – yet financing for food systems remains critically inadequate. This session examines what countries are doing to strengthen food system resilience in the face of compounding shocks, and the obstacles – quantity, quality, accessibility and predictability of finance – that prevent investment from reaching those who need it most, and the solutions and enabling environment needed to further mobilize public and private finance at the scale the challenge requires.

Finally, it will highlight how the CFS policy recommendations on Building Resilient Food Systems represent an opportunity to build consensus and carry agreed language into other critical processes – including multilateral replenishment moments and the climate finance architecture.

  1. Build alignment that investing in food system resilience is a prerequisite for macroeconomic stability and national security – and that this requires strengthening the quantity, quality, accessibility and predictability of finance for food systems.

  2. Turn agreement into action, by exploring how the CFS policy recommendations on Building Resilient Food Systems can connect and strengthen financing commitments across global forums.

  3. Showcase leadership of Food Systems Transformation and the whole of government approaches being adopted by ACF countries.
