    The Boko Haram insurgency in Cameroon’s Far North region has led to a large influx of refugees from neighbouringNigeria and of internally displaced people. Local communities, already disproportionately affected by years of low socio-economic development, have suffered from the impact upon the environment, food security, nutrition and basic social services. In an attempt to prevent radicalization of youths and women, the project aimed to build the capacity of local, traditional and religious auth orities to better understand the vulnerabilities, plan the response, tackle the crisis, contribute to the dialogue for peace and constitute a solid basis for peaceful coexistence and a brighter social and economic future for the region.

    FAO’s Country Programme Evaluation in Cameroon assessed the strategic positioning of the Organization in the country and its contributions to the priority areas agreed with the Government of Cameroon for the period 2013-2017 (as identified in the Country Programming Framework). The period covered by the evaluation was characterized by an increased instability and a deterioration of the food security situation in some parts of the country due to the spillover effects of two major regional crisis: that in Central African Republic that led to the arrival of refugees in the eastern part of Cameroon, and the insurrection of the Boko Haram sect in north-eastern Nigeria that affected the far north region leading to the displacement of internal population and the arrival of refugees from Nigeria. The evaluation analysed FAO’s capacity to adapt its programme to respond to the changing needs of the country. The evaluation benefited from a close collaboration with the other Rome-based Agencies that also conducted evaluations of their respective country programmes and strategies during the same years. This collaboration led to a joint workshop in Yaoundé that represented an occasion for presenting the results of the evaluations to national stakeholders and discuss opportunities for future joint work.

    In Cameroon, the prolonged armed conflict, the influx of refugees from neighbouring countries as well as the impact of climate change, with limited rains and long dry spells, are exacerbating the vulnerability of millions of Cameroonians. Around 40 percent of wheat is imported from the Russian Federation, leading to potential food gaps in the coming months. Nearly 15 percent of households are already affected by poor food consumption, resorting to less nutritious diets and to the adoption of negative coping mechanisms. Investing in the agriculture sector can equip displaced and host families with the means to feed themselves and their communities.
