    Urbanization is one of the key drivers of change in the world today as the world’s urban population will almost double by 2050. Providing support to the most vulnerable in an urbanizing world demands discussions on food, agriculture and cities in the context of rural- urban linkages. Policies need to address a very wide range of issues in order to link urbanization, food and nutrition security and livelihoods: how and where to produce enough food for urban dwellers? What infrastructure is needed ? How can cities preserve the surrounding ecosystems? The “Food for the Cities” initiative of the Food and Agriculture Organization of the United Nations (FAO) promotes a food system approach supported by a great variety of areas such as urban and peri-urban agriculture (UPA) and forestry, support to small producers in urban and peri-urban areas, land tenure, food supply, nutrition education, school gardens, waste management and re-use of wastewater. All stakeholders from the public sector, the private sector and the civil society need to work together at global, national and local levels. FAO seeks to bring these stakeholders into a neutral forum for international discussions. This legislative study aims to promote an understanding of the key elements and issues to be addressed by a pro-poor legal and institutional framework for the practice of urban and peri- urban agriculture. Several case studies from Argentina, Brazil, Canada, Cuba, Ghana, and Uganda are included to this end. It is hoped that this study will provide guidance to national legislators, ministers and administrations, mayors and other municipal officials, as well as lawyers involved in drafting legislation and regulations or advising on or advocating for better legal frameworks for urban and peri-urban agriculture.

    Good tree and forest management in and around cities, associated with good governance, enabling policies, participatory approaches and capacity building of stakeholders should lead to convincing and promising results. An important result for poor dwellers is income generation from the production of service wood, fuelwood, non-wood forest products and foodstuffs. Activities towards reduction of air pollution and other environmental improvement can also generate income and reduce expen ses. The policy and legal conditions for promoting forest and tree cover in urban environments and the constraints on the use of and access to these resources are different from those of forestry in rural areas. As part of its mandate to support countries in addressing poverty alleviation and food security, FAO assists in building the capacities of national policy and decision-makers and institutions in order to address legal, economic, social and environmental issues related to urbanization and urban environment with regard to trees and forests. However, so far little information has been published on this subject generally, and in particular on the legal and institutional aspects of urban and peri-urban forestry and greening (UPFG).

    Review of the legislative framework and jurisprudence concerning the right to adequate food in Nepal 2014

    The Review of the legislative framework and jurisprudence concerning the right to adequate food in Nepal discusses overarching aspects of Nepalese law and jurisprudence dealing with the human right to food. Following a brief discussion of the international legal protection of the right to food in Nepal, the review, in particular provides a critical assessment of constitutional as well as legislative provisions and offers a thorough analysis of Supreme Court jurisprudence pertaining to the right to food. In addition to judicial remedy, the review also covers non-judicial means of remedy against the violation of food rights. This review comes at an opportune moment in the sense that Nepal's constitution-making process is yet to be completed and there are also a number of ongoing legislative and policy initiatives towards protection and promotion of the right to food. This review provides detailed knowledge to concerned stakeholders on normative and implementation gaps in relation to the right to adequate food. With the view of assisting Nepal in this process, the review also offers a set of concrete recommendations, touching upon a wide range of aspects of the human right to adequate food. This work was undertaken under the global project entitled "Integrating the Right to Adequate Food and Good Governance in National Policies, Legislation and Institutions” (GCP/GLO/324/NOR Right to Food at Country Level) run by the Right to Food Team of the FAO. The project aims to address c ountry challenges by promoting human rights-based approach in efforts to achieve food security at all levels, in legislation, policy and programme design and formulation, decision and implementation. By producing this analysis, FAO aims to assist the Government of Nepal, the Constituent Assembly, the Judiciary, the National Human Rights Institutions, and civil society organizations in their initiatives towards advancing the human right to adequate food.
