    Livelihoods across a large portion of sub-Saharan Africa are dependent upon rainfed agriculture, with only a small percentage of arable land benefiting from irrigation. Agricultural growth has been constrained by the pressures placed on land through rapid population growth,migration, displacement caused by localized conflict, pricevolatility, desertification and flooding, among otherfactors. With land and water resources dwindling through erosion and rising demand for food, forage, timber and water, poverty has become generalized, in particular inrural areas. The Senegal River Basin represents Guinea, Mali, Mauritania and Senegal. Poverty in this region remains high, with the quality of life among the lowest on the continent. The Human Development Index (HDI) scoresfor each of the four countries put them in the bottom 25 percent of global rankings. The initiatives carried out by the Economic Community of West African States (ECOWAS) at national and regional levels, together with the river basin-level activities conducted by the OMVS, helped to strengthen resilience to drought and climate uncertainty among the population living in the Senegal River Basin, as well as improving livelihoods. The OMVS provides a positive example ofthe equitable sharing of water resources, through the development and management activities carried out by countries forming part of a cross-border river basin. The aim of the present project was to strengthen these efforts.

    The Jordan River Basin is the most important water resource shared between the Middle East countries: Israel, Lebanon, Syria, and Jordan. Its surface water and groundwater have been highly exploited and fought over throughout history. The diverse climate over its area results in spatially variable precipitation and evapotranspiration, thus, variability of water generation and consumption. To be able to manage the water resources in a sustainable manner, it is important to understand the current state of the water resources. However with limited up-to-date ground observations, in terms of duration, completeness and quality of the hydro-meteorological records it is difficult to draw an appropriate picture of the water resources conditions. The Water Accounting Plus (WA+) system designed by IHE Delft with its partners FAO and IWMI has been applied to gain full insights into the state of the water resources in the basin.

    This report is the presentation of the methodology applied in Italy to spatially disaggregate the computation of the level of water stress from the national to the subnational scale (SDG indicator 6.4.2). Compared to the national assessment, which results in a low level of water stress in the country, the spatial disaggregation of the indicator by the hydrological unit highlighted the presence of basins affected by water stress exceeding 60 per cent (district of the Po river basin). The analysis was performed considering the long-term average of the available fresh water resources calculated on different reference periods (1951-2020, 1961-90, 1991-2020), and this put in evidence the impact of climate change on the level of water stress. This report is part of the series SDG 6.4 MONITORING SUSTAINABLE USE OF WATER RESOURCES PAPERS that collects all the achievements on SDG 6.4. The study was implemented by the Italian Institute for Environmental Protection and Research (ISPRA), responsible for the model and data used to assess the total renewable freshwater resources, and the Italian National Institute of Statistics (ISTAT), which has provided the methodology and the official statistics related to water withdrawals by economic sector (Agriculture, Services, and Industry). The study is the outcome of an agreement between FAO and ISPRA under the Integrated Monitoring Initiative for SDG 6 (IMI-SDG6), designed to produce a map of Italy showing the SDG indicator 6.4.2 “Level of water stress: freshwater withdrawal as a proportion of available freshwater resources” disaggregated at river basin district level.
