Synopsis (short abstract) This report was developed in the framework of the project “Capacity Building on GBEP Sustainability Indicators for Bioenergy in the ECOWAS countries” (GCP/RAF/515/GER-GIZ), funded by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany. The main aim of the project was to build or enhance existing capacities of local experts to understand, assess and implement the GBEP sustainability indicators for bioenergy in Togo and Ghana, and use them to inform bioenergy policy decision making. Activities were primarily based on the sharing of experience and lessons learnt from the full implementation of the GBEP sustainability indicators within the countries of other GBEP Partners, with a focus on wood energy. Furthermore, the project aimed to sensitize policy makers and relevant stakeholders in both of the ECOWAS target countries on the potential of bioenergy production and use to better contribute to GHG emission reductions by replacing fossil fuel and traditional biomass use, while harnessing socio-economic co-benefits. This report presents the main outcomes and lessons learned of the project in Togo and Ghana, where national workshops on bioenergy and trainings on the full implementation of the GBEP Sustainability Indicators for Bioenergy were organized, with a focus on the wood energy pathway both at household scale and at productive level.

    The Global Bioenergy Partnership (GBEP) has produced a set of twenty-four indicators for the assessment and monitoring of bioenergy sustainability at the national level. The GBEP indicators are intended to inform policymakers about the environmental, social and economic sustainability aspects of the bioenergy sector in their country and guide them towards policies that foster sustainable development. FAO, which is among the founding members of the Global Bioenergy Partnership, tested the indicat ors in Colombia and Indonesia, with generous support from the International Climate Initiative (ICI) of the Federal Ministry of the Environment, Natural Resource, and Nuclear Safety of Germany. This report presents the results of the testing of the GBEP indicators in Colombia. The testing provided Colombia with an understanding of how to establish the means of a longterm, periodic monitoring of its domestic bioenergy sector based on the GBEP indicators. Such periodic monitoring would enhance t he knowledge and understanding of this sector and more generally of the way in which the contribution of the agricultural and energy sectors to national sustainable development could be evaluated. The testing in Colombia also provided a few lessons learnt about how to apply the indicators as a tool for sustainable development and how to enhance their practicality.

    International dialogues on forest landscape restoration and wood energy

    This working paper presents the preliminary outcomes of a project that FAO has been conducting in a collaborative effort with IEA Bioenergy and with the financial support of GIZ, to promote “International dialogues on Forest Landscape Restoration and wood energy” worldwide. It focuses on the outcomes of three dialogues organized in Sub Saharan Africa (SSA) at International (Global Landscape Forum Accra 2019) and at National level (in Togo and Ghana) on “Wood Energy and FLR”. The three events, whose organization and implementation benefited from the active contribution of various teams of work within FAO (e.g. GBEP, FFF, Forestry Department) and with other international organizations (e.g. IRENA, GIZ), brought together relevant stakeholders of the two realms, raised their awareness on the activities currently on-going on the same thematic area and spatial context, and created a network among them to enable synergies, thus accelerating the achievement of common goals (e.g. SDGs, NDCs). The dialogue approach proved extremely constructive and efficient. It provided Togo and Ghana with a cross-cutting analysis of their wood energy and FLR sectors, which resulted in tailor-made suggestions and targeted take home messages, ready to be incorporated in their wood energy- and climate-related strategies (e.g. NDCs), which are currently in the process of being reviewed/updated. We strongly hope that this work will encourage other SSA countries, primarily the ones that have committed to the AFR100 initiative, to replicate this experience, thus setting a more structured and solid basis for the development of sustainable FLR-modern bioenergy integrated systems.
