    This ‘Policy Analysis of Nationally Determined Contributions in Europe and Central Asia’ follows up on the previous effort to report on implementation of Nationally Determined Contributions in the region. Specifically, this publication compiles and analyzes the most relevant and updated information on policies and regulatory frameworks related to climate change in the region, including information on access to available climate finance to support countries in the implementation of their goals under the Paris Agreement. This publication identifies the current commitments, policy and finance gaps and opportunities for enhancing climate change mitigation and adaptation ambitions in countries of Europe and Central Asia region. It also assesses the impact of climate change on relevant sectors in the region, particularly in agriculture, as well as reviewing the linkages with other ongoing national processes, such as the Sustainable Development Goals implementation in member countries. This publication play a crucial role in contributing to FAO’s support to its member countries and, on this basis, facilitate exchanges of experiences among different countries and promote enhanced access to global financial windows, including FAO’s climate smart agriculture, forestry and fisheries interventions that can support countries in achieving their objectives.

    The Role of the Agriculture Sectors in the Intended Nationally Determined Contributions 2016

    189 countries have submitted their Intended Nationally Determined Contributions (INDCs) and/or their Nationally Determined Contributions (NDCs) to the UNFCCC. With the Paris Agreement having entered into force in November 2016, the INDCs/ NDCs will guide country-level climate action for the coming years. They include not only targets, but also concrete strategies for climate change mitigation and adaptation. FAO has analyzed the INDCs/ NDCs to assess the role of agriculture and land use, land use change and forestry (LULUCF) and the agriculture sectors (crops, livestock, fisheries and aquaculture, as well as forestry) in meeting national mitigation contributions and adaptation objectives, respectively. The results show that in all regions, these sectors will play a pivotal role in accomplishing the intended contributions and objectives for addressing the causes of and increasing resilience to climate change by 2030 and beyond. This INDCs analysis report provides an overview on how th e agriculture sectors have been included in the INDCs/ NDCs. It outlines mitigation contributions with a particular focus on agriculture and LULUCF, vulnerabilities under climate change and priority areas and/or activities for adaptation in the agriculture sectors. Furthermore, this report summarizes information provided in the INDCs/ NDCs on Climate-Smart Agriculture (CSA), mitigation-adaptation co-benefits and how countries have developed their INDCs and are planning to implement their NDCs. T he aim of this analysis is to provide a basis for identifying priorities for international support for climate action in the agriculture sectors.

    The main objective of this report is to provide a regional synthesis of the current climate change mitigation and adaptation commitments in the agriculture sectors of the Southern Europe, Eastern Europe and Central Asia (SEECA) region, as set forth in the Nationally Determined Contributions (NDCs), and to identify opportunities for enhancing mitigation and adaptation ambitions, capturing their synergies and leveraging climate finance and international support options in the region. This analysis builds on FAO’s previous regional analysis and enhances its methodology and findings. It aims to guide FAO – and policy makers and practitioners in the region – committed to providing the country support required for accelerating progress on and scaling up NDCs in the agriculture sectors, and ensuring that future commitments are clear, quantifiable, comparable, transparent and ambitious.
