    The year 2015 marked the end of the global Millennium Development agenda and 2016 heralds a transition to the new 2030 agenda for Sustainable Development. Asia-Pacific Region not only met the MDG target of halving the proportion of people suffering from hunger, but was also the region with the largest reduction in the number of undernourished people in the world. Despite good progress being made by many countries in tackling malnutrition, the overall rate of progress is less than desired and the re are several countries and sub-regions where the prevalence rates are still very high. The analysis presented in this report will help encourage dialogue and shape a new public narrative towards eradicating hunger and malnutrition and creating a transformative change for sustainable development.

    Most governments are taking concrete actions to address the problem and there is a clear recognition of strengthening agriculture and food systems in a manner that brings more affordable, hea lthier and diverse food options within everyone’s reach.

    This report also introduces a special section which will focus on a different selected key issue or trend affecting food security and nutrition in the region each year. This year, the focus is on the importance of milk and smallholder dairy in view of the remarkable growth in the production and consumption of milk and milk products in the region. The section concludes that the promotion of milk consumption and small-scale dairying offe rs potential for triple wins in nutrition, rural livelihoods and the environment.

    The State of Food Insecurity in the World 2013 presents updated estimates of undernourishment and progress towards the Millennium Development Goal (MDG) and World Food Summit (WFS) hunger targets. The latest assessment shows that further progress has been made towards the 2015 MDG target, which remains within reach for the developing regions as a whole, although marked differences across regions persist and considerable and immediate additional efforts will be needed. The 2013 report goes b eyond measuring food deprivation. It presents a broader suite of indicators that aim to capture the multidimensional nature of food insecurity, its determinants and outcomes. This suite, compiled for every country, allows a more nuanced picture of their food security status, guiding policy-makers in the design and implementation of targeted and effective policy measures that can contribute to the eradication of hunger, food insecurity and malnutrition. Drawing on the suite of indicators, th e report also examines the diverse experiences of six countries in more detail, finding a mixed picture of progress and setbacks. Together, these country experiences show the importance of social protection and nutrition-enhancing interventions, policies to increase agricultural productivity and rural development, diverse sources of income and long-term commitment to mainstreaming food security and nutrition in public policies and programmes.

    In the developing world, 790 million people do not have enough to eat, according to the most recent estimates (1995/97). That represents a decline of 40 million compared to 1990/92. At the World Food Summit in 1996, world leaders pledged to reduce the number of hungry people to around 400 million by 2015. At the current rate of progress, a reduction of 8 million undernourished people a year, there is no hope of meeting that goal. According to The State of Food Insecurity in the W orld 1999, the current reduction does not indicate uniform progress throughout the world. Indeed the data reveal that, in the first half of this decade, just 37 countries achieved a reduction in the number of undernourished, totalling 100 million people. Across the rest of the developing world, the number of hungry people actually increased by almost 60 million. This first edition of The State of Food Insecurity in the World also points out that hunger is not limited to the devel oping nations. It presents the first assessment of the number of undernourished people in the developed world, finding 8 million in the industrialized countries and 26 million in the countries in transition.
