Global Forest Resources Assessment 2005 - Regional review of national reports for English speaking Caribbean countries

Synopsis (short abstract) The Global Forest Resources Assessment Update 2005 was specially mandated by the Committee on Forestry (COFO) during its meeting in 2003, where member countries endorsed recommendations from an Expert Consultation held in the Kotka, Finland in 2002 (Kotka IV). For this purpose all countries have been requested to provide national reports to FAO during 2004. As in previous global assessments, FRA 2005 relies on contributions by countries and a network of National Correspondents to FRA has been es tablished. According to the FRA 2000, it was recognised that poor data quality – or a complete lack of data in some cases – of information in the Caribbean Region. The Commission recommended that FAO provide assistance to countries in order to strengthen their capacities to update national inventories through technical workshops; harmonise their approaches; and to share understanding on forest terminology and methods of resources assessment. Accordingly, FAO organised a training course for natio nal correspondents on Assessing and Monitoring Forest Land Use and Changes at FAO Headquarters in Rome, Italy, 17-21 November 2003. This has been followed by a series of regional workshops worldwide. The workshop in Kingston, Jamaica, which was aimed primarily at English-speaking Caribbean countries, has been part of a sequence of different regional workshops in other regions, two in Africa, one in Asia and South Pacific, Latin American countries and Spanish speaking Caribbean countries, and Rus sian speaking countries. Fifteen NCs from 21 countries some of them representing more than one country participated in this workshop, hosted by Forestry Department of Jamaica/ . The agenda of the workshop is found in Appendix 1 and a list of participants in Appendix 2. A list of background documents for the workshop can be found in Appendix 3.

The 13th Session of the African Forestry & Wildlife Commission, which was held in Libreville in 2003, recognised that poor data quality – or a complete lack of data in some cases – was defeating efforts to come up with reliable country-level estimates. Accordingly, the Commission recommended that FAO provide assistance to countries in order to strengthen their capacities to update national inventories through technical workshops; harmonise their approaches; and to share understanding on forest terminology and methods of resources assessment. Accordingly, FAO organised a training course for national correspondents on Assessing and Monitoring Forest Land Use and Changes at FAO Headquarters in Rome, Italy, 17-21 November 2003. This has been followed by a series of regional workshops worldwide. The workshop in Accra, which was aimed primarily at English-speaking African countries, was preceded by a similar workshop in Dakar, Senegal, 20-23 July 2004, aimed at the French-speakin g countries in Africa. Seventeen NCs from 22 countries participated in this workshop hosted by the Forestry Commission in Ghana. The agenda of the workshop is found in Appendix 1 and a list of participants in Appendix 2. A list of background documents for the workshop can be found in Appendix 3. Appendix 4 contains a copy of a press release on the workshop issued by the regional forestry commission in Ghana on 27th July 2004.

    Sub-regional workshop for Russian-speaking FRA National Correspondents 2004

    FAO is conducting a series of regional and sub-regional workshops as part of the preparatory work for the country reporting to the Global Forest Resources Assessment update 2005 (FRA 2005). These regional workshops respond to requests made by many member countries during the global training session held at FAO Headquarters in Rome in November 2003. The Sub-regional Workshop for Russian-speaking FRA National Correspondents and Focal Points was held in Wyszkow (some 80 km from Warsaw, Poland), in premises of the Wyszkow Forestry District (Nadleœnictwo Wyszków), from the 7 to 11 of December 2004. It was jointly organized by the UNECE/FAO Timber Branch in Geneva and the FAO Forestry Department in Rome, and hosted by the Polish State Forest Service (Lasy Panstwowe) located in Warsaw. The MCPFE Liaison Unit (Warsaw) helped to run the workshop, which was attended by 17 (seventeen) participants from 11 countries. Mr. Volker Sasse (SEUR`, Budapest) also assisted during the whole workshop as par t of the FAO-FRA team. The meeting was held in Russian language. Invitations to the workshop were extended to the officially nominated National Correspondents (NCs) and FRA Focal Points, those speaking and working with the FRA 2005 documents mainly in Russian language. The list of participants is attached (Appendix 1).

    It is widely recognized that the development of aquaculture in the Wider Caribbean region is inhibited, in part, by the lack of technical expertise, infrastructure, capital investment and human resources. Furthermore, seed supply for native species relies, for the most part, on natural collection, subject to natural population abundance with wide yearly variations. This situation has led to the current trend of culturing more readily available exotic species, but with a potentially undesirable i mpact on the natural environment. The centralizing of resources available in the region into a shared facility has been recommended by several expert meetings over the past 20 years. The establishment of a regional hatchery facility, supporting sustainable aquaculture through the seed production of native molluscan species was discussed at the FAO workshop ¿Regional shellfish hatchery: A feasibility study¿ held in New Kingston, Jamaica, in October 2010, by representatives of Caribbean government s and experts in the field. Molluscan species are particularly targeted due to their culture potential in terms of known techniques, simple grow-out technology and low impact on surrounding environment. It is proposed that a regional molluscan hatchery would produce seed for sale and distribution to grow-out operations in the region as well as provide technical support for the research on new species. The current document summarizes the findings of the workshop and outlines four follow-up recomm endations on steps required for the successful implementation of a regional facility. The positive response of participating Caribbean governments demonstrates the current political will for sustainable aquaculture growth in the region, supported by several national plans including the Caribbean Regional Fisheries Mechanism Strategic Plan.
