    This study documents the outcome of Anticipatory Action initiatives implemented in January 2021 in Samangan Province, Afghanistan to reduce the impact of La Niña-induced drought on over 7 680 farmers and livestock owners. Initiatives included crop and livestock protection packages alongside cash interventions such as multipurpose cash assistance and cash for work. The interventions came at a critical time as 42 percent of the population in Afghanistan was already estimated to be experiencing acute food insecurity at Crisis or worse levels, and limited wheat harvests could exacerbate the situation. Drought was officially declared in the country on 22 June 2021. However, FAO managed to act six months earlier, showing the importance of predicting crises and providing pre-emptive support.

    The Syrian Arab Republic is affected by compounding risk factors such as conflict, economic crises and natural hazards, which have severe impacts on food security. In September 2021, forecasts indicated below-average winter rains, likely to again affect wheat production, livelihoods and food security. Many wheat farmers and their vulnerable families are unlikely to be able to access suitable wheat seeds without support. The German Federal Foreign Office’s contribution to the Anticipatory Action window of the Food and Agriculture Organization of the United Nations' (FAO's) Special Fund for Emergency and Rehabilitation Activities (SFERA-AA) will help wheat farmers mitigate the impact of increasing prices for food commodities, agriculture inputs and an expected below-average domestic cereal production on their food security. Early action protects farmers in the Syrian Arab Republic by anticipating La Niña-induced drought in crisis-affected areas.

    The project Safeguarding agriculture-livelihoods and rebuilding near-term resilience of drought-impacted vulnerable and food insecure households in Afghanistan – OSRO/AFG/006/USA is assisting smallholder and food-nutrition insecure rural households in three provinces, by using the following assistance modalities: wheat cultivation, livestock protection, home gardening, poultry keeping, cash-for-work, unconditional cash transfers, training and COVID-19.
