    Managing the movement of soil, water and plant material entering and exiting farms is the key to effective on-farm biosecurity. Prevention is currently the primary way to avoid new Tropical race 4 (TR4) invasions. Intended for a development practitioner audience, TR4 prevention strategies, details, step by step, how early detection, rapid destruction of infected banana and plantain plants, and on-farm restrictions are the only way to control and contain TR4. A country’s regulatory framework is explored in this document, with, for example, the following steps to be taken: designation of TR4 as a quarantine pest; setting up a monitoring system to promptly detect incursions; enacting of regulations that allow the National Plant Protection Organisation (NPPO) to intervene on farms. On-farm biosecurity is only effective if the standard for practices are high, and if practices are adhered to at all times. A single practice failure can potentially lead to the introduction of a new pest or disease. With this in mind, ten biosecurity measures are listed, which if enforced, enable farmers/growers to help to protect not only their own farms, but also their country's banana industry. In addition, practical and detailed steps for farm visitors and for international travellers are included in the document.

    Bananas are the world's fourth most important staple food and an important consumption and export item in RLC, a region that is home to six of the world's top ten exporters and three of the world's top producers Banana Fusarium Wilt, caused by the fungus Fusarium oxysporum f sp cubense Foc is one of the most destructive banana and plantain diseases worldwide and a serious threat to the RLC region Tropical Race 4 Foc TR 4 has caused severe losses in southeast Asian countries with serious repercussions for smallholders, workers and the banana value chain It is estimated that without consistent and coordinated action between and among countries, this pest could affect more than 1 6 million ha by 2040 The Foc TR 4 can be spread by infested plant materials, spores and soil particles attached to agricultural tools, shoes, vehicles and other means Irrigation and water drainage, particularly flooding, plays a critical role in its spread Controlling its spread requires the strengthening of country prevention and surveillance systems, but also a commitment to international coordination in order to develop and implement collective protection strategies There is therefore a need to i formulate a regional action plan for Foc TR 4 prevention, surveillance and eventual response ii) develop and adopt national action plans for Foc TR 4 response, surveillance and prevention and iii) build capacities to contribute to Foc TR 4 prevention, response and surveillance, as essential elements for ownership and sustainability of all these actions.

    Precautionary measures to combat Tropical Race 4

    What to do if you think you have banana plants infected with TR4? provides an outline of precautionary measures to combat Tropical race 4 (TR4) for development practitioners. It asserts that while banana and plantain farmers/growers who regularly check their plants for signs of TR4, they can keep their farms healthy longer through early detection and containment of the disease. Improved monitoring and early action are the most effective ways to protect banana and plantain farms from the spread of TR4. It lists, with some detail, precautions for farmers/growers as well as actions to take if one suspects that one’s plant has been infected with TR4. Next, the document explains how diagnosis generally takes place: the relevant local, national or regional authority will visit the farm property in order to take a sample of the plant showing symptoms. The sample will then be packaged carefully and sent to a specialised laboratory where it is tested for TR4. After the diagnosis If TR4 is confirmed, the farm will be put under quarantine, according to the national legislation on phytosanitary matters and protocols of the corresponding National Plant Protection Organisation (NPPO).
