Synopsis (short abstract) The elements of the Action Plan are derived from the Theory of Change anchored in the Strategy. The Action Plan is therefore articulated around the three pillars and six outcomes of the Strategy. In addition, and with the aim to provide more clarity, action areas have been introduced to cluster the outputs, which are concrete results contributing to each outcome of the Strategy. The outputs are formulated based on the FAO actions listed in section IV “Three pillars for enhanced action” of the Strategy. In the following matrix of outcomes and outputs, each output is cross-referenced with the relevant PPAs and SDG targets it contributes to achieve, in line with the FAO Strategic Framework. Similarly, each action area is being monitored by an indicator from the updated results framework 2022–2025. These indicators have been selected according to their linkage to the action area to best illustrate the contribution of the Action Plan to the implementation of the Strategic Framework. Based on the nature of the action area (technical vs functional), these indicators are either key performance indicators (KPIs) or output indicators from the PPAs.

    The FAO Science and Innovation Strategy Action Plan (2022-25) provides a common framework for FAO action at the country, sub-regional, regional and global levels. The FAO Science and Innovation Strategy is a tool to support the delivery of the FAO Strategic Framework 2022–31 and hence the 2030 Agenda for Sustainable Development. The Strategy’s Action Plan is a living document covering four years (2022–25), and it will be updated, as needed, to reflect new needs, opportunities and challenges. The Action Plan was developed through an inclusive and transparent consultative process, drawing on inputs from all relevant FAO streams and the Regional, Sub-regional and Country Offices, as well as guidance and feedback from Members. The Action Plan follows the structure of the Strategy with 3 pillars, 9 outcomes and 2 enablers. It links the Strategy’s outcomes and enablers to relevant SDG targets and Programme Priority Areas. Under each of the outcomes and enablers, the Action Plan introduces several outputs, which are achieved through key areas of work, reflecting FAO’s priorities for supporting Members to harness science and innovation. The Strategy’s guiding principles are inter-linked and guide all of the Organization’s science and innovation-related work in line with the 2030 Agenda for Sustainable Development.

    Planned Contribution of Results in the Asia and Pacific Region to FAO Strategic Objective Output Targets in the 2018-19 biennium

    The FAO results framework for 2018-21 guides the planning and monitoring of the Organization’s work. At the core of the framework are the indicators that measure progress at each level of the results chain: Outputs, Outcomes and Strategic Objectives. This provides the basis for assessing and reporting how FAO’s actions contribute to changes at national, regional and global level. The accountability of FAO, Members and development partners at each level of results, along with the means of measuring progress, is set out in Web Annex 2. At the level of the Strategic Objectives, SDG targets and indicators that relate to each SO will be used exclusively for monitoring and reporting at the SO level. The SO indicators will measure the level of change at the end of the 2018-21 medium-term period. At the level of Outcomes, indicators have been simplified by replacing specific dimensions of measurement, or in some cases, entire indicators with SDG indicators. Outcome indicators will continue to measure the biennial level of change achieved and the extent to which countries have made progress in those areas where FAO more directly contributed through its work. Overall, FAO’s work contributes to 40 SDG targets measured through 53 unique SDG indicators.     This note sets out the design of FAO’s results framework, shows the alignment of the Strategic Objectives and their programmes to the Sustainable Development Goals, and provides an overview of the Strategic Programmes including context, theory of change, and the related Outcomes and Outputs to be achieved by FAO and Members. FAO’s results framework is based on a ‘results chain’ model which links objectives, outcomes and outputs. The FAO results framework guides the planning and monitoring of the Organization’s work. The framework has been designed from the top down by the design of Outcomes needed to achieve each Strategic Objective, and Outputs to attain each Outcome. The links as they relate to delivery of results are planned and implemented from the bottom up, determined by priorities at national and regional level. At the core of the framework are the indicators that measure progress at each level of the results chain, providing the basis for assessing and reporting how FAO’s actions contribute to changes at national, regional and global level.
