Synopsis (short abstract) The impact of the crisis in the Syrian Arab Republic has placed even greater pressure on the country’s already fragile agriculture sector. The combination of droughts, a hasty reform and liberalization process, as well as global food price hikes, have resulted in an increase in the number of inhabitants living in a state of food insecurity, in particular in the northeastern part of the country, and led to an exodus of impoverished and resource-poor farmers and pastoralists to cities and urban areas, a factor now understood to have contributed to the ongoing crisis. The increased demand resulting from the ongoing crisis has negatively affected the country’s overall agricultural production and productivity, food security and socio-economic stability. There is therefore an urgent need to strengthen sustainable management of natural resources (water, land and soil) to ensure sustainable food production for the wellbeing of the Syrian people. In this context, the objective of the FAO Smallholder Support Programme(SSP) was for local-level intervention to empower, strengthen the capacities and build the resilience of smallholder farmers, helping them to become self-reliant within the country’s agriculture sector.

    Following years of conflict, and with the living conditions of the Syrian population continuing to deteriorate, repeated emergency interventions are no longer sufficient to support households and community livelihoods. The lack of capacity within the state institutions responsible for operating the centralized system and providing subsidies, together with the increased demand of a rapidly growing population have negatively affected the Syrian Arab Republic’s overall farm production and productivity, food security and socio economic stability. There is an urgent need to strengthen the sustainable management of natural resources (water, land and soil) in order to ensure sustainable food production. The project formed part of the multidonor FAO Smallholder Support Programme (SSP), the first project of its kind in the Syrian Arab Republic, which has piloted local level intervention with the aim of empowering smallholder farmers, including women and youth in the agriculture sector, and giving them the means to be more independent, more competitive and more sustainable , as the sector emerges from more than ten years of crisis. The present project aimed to place greater emphasis on innovative work with vulnerable groups in locations across the country. More specifically, the contribution of the Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) was to be used to target and reinforce women’s groups and young people engaged in the value chains covered under Result 1.2 of the wider SSP, centring on increased access for smallholders to market opportunities and revenue through value chain based interventions.

    The ongoing crisis in the Syrian Arab Republic has resulted in a continuing deterioration of the humanitarian situation. In response, with Kuwait's generous funding the Food and Agriculture Organization of the United Nations implemented project OSRO/SYR/908/KUW, entitled "Building resilience of the crisis-affected vulnerable farmers and herders" The overall objective of the project is to strengthen the resilience of crisis-affected people and their communities, and improve their food security and nutrition.

    Agriculture, including crop and animal husbandry, forestry, fisheries and agro-processing, post-harvest handling and marketing, provides a source of livelihoods for most smallholder farmers in the Syrian Arab Republic (SAR). The Food and Agriculture Organization (FAO) in Syria works on strengthening value chains and food production systems by building technical and productive capacity of stakeholders, mainly farmers, expanding their knowledge and understanding of the local context and situation by sharing reports that aim to make agricultural production more sustainable, gender sensitive, market-driven and climate smart. The Organization in Syria releases the “Monthly Agriculture Input and Commodity Price Bulletin - AICPB”, which provides timely insights from 35 districts across Homs, Hama, Aleppo, Tartous, Deir-ez-Zor, Rural Damascus, Al-Hasakeh and Dar’a governorates. The purpose of the bulletin is to inform relevant stakeholders, including the Food Security and Agriculture (FSA) partners supporting agricultural and food security interventions in the country, about the prevailing price trends of agricultural inputs and commodities. The bulletin is a periodic resource as markets and market information, play an important role in enhancing food security, income generation, resilience and rural-urban market linkages. Regular dissemination of market information benefits smallholder farmers in their market-oriented production endeavor.
