Participatory Video can be used as an interactive tool to promote more inclusive and sustainable forms of development mirroring local realities and sharing people’s values, cultures, and perceptions. Participatory Video production and sharing are part of a Communication for development process, grounded on a rural appraisal aimed at identifying communication problems and needs of the intended audience. Within this framework, video can play a significant role in sharing relevant information and knowledge among peers and while reaching out to interest groups through digital environments, such as mobile phones, social media and ICTs. Several rural institutions and farmers’ organizations require enhancing their capacity to use Participatory Video in a systematic way as part of inclusive rural communication services. In collaboration with the Digital Green and the College of Development Communication of the University of Los Baños in the Philippines, FAO has developed a modular training and is currently organizing series of trainings on Participatory Video. The intention is to assist extension services, farmers’ organizations, development institutions and programmes in adopting Participatory Video in fields like family farming and sustainable agri-food systems.

Communication for Development (ComDev) is a participatory approach that integrates community media, low-cost ICTs, mobile phones and other communication tools to facilitate access to information, knowledge sharing and social dialogue. Well- planned and managed ComDev activities are crucial to ensure stakeholder engagement, and should be considered in project design, in order to enhance impact and ownership of rural development initiatives. The Communication for Rural Development Guidelines for P lanning and Project Formulation provide development planners with practical orientation on how to plan and monitor ComDev activities as part of the project cycle, so that overall effectiveness and sustainability may be improved.

According to the Communication for Sustainable Development Initiative (CSDI), the Food and Agriculture Organization of the United Nations (FAO), and other United Nations agencies recognise that communication is fundamental to promote sustainable development. Within this framework, this document focuses on communication for Development (ComDev) as a participatory communication approach that combines a variety of processes and tools ranging from rural radio to Information and Communication Technol ogies (ICTs), and can contribute to indigenous peoples' development by: (i) facilitating equitable access to knowledge and information; (ii) promoting dialogue and IPs participation; and (iii) enhancing indigenous peoples' capacity to manage communication processes for self-determined development. Since 2006, FAO and the United Nations Permanent Forum on Indigenous Issues (UNPFII) have been collaborating in promoting initiatives to enhance indigenous peoples' capacities in the field of ComD ev through a series of consultations and the establishment of indigenous peoples' communication platforms. In this context, FAO's CSDI programme gives special attention to vulnerable populations and indigenous communities, focusing on enhancing indigenous peoples' capacity to apply ComDev activities to sustainable natural resources management, particularly in the context of climate change adaptation in the agricultural, forestry, and fisheries sectors. This document presents the results of a series of initiatives implemented by indigenous peoples' organisations, development agencies, FAO, and the UNPFII to position communication for development as a key element in achieving social change and guaranteeing indigenous peoples full enjoyment of their human rights.
