    This report reviews the main global trends in land and water uses, policies and investments that have taken place over the last decade and identifies the institutional arrangements that have been the most conducive to sustainable and equitable use of these resources. The report focuses particularly on family farmers, who have limited access to key resources (land, water, credit and infrastructure). It pays special attention to their common challenges and needs, but also to their diverse conditions. It provides evidence-based information on the institutional conditions needed to ensure inclusive land and water programmes, and to upscale such programmes at local levels. It is based on a systematic review of official documents and academic papers and on detailed case studies, often grounded in the authors’ own significant knowledge. The report is organized in three main parts. The first section begins with a review of the main global trends affecting land and water uses over the last decade, and links them to the public policies and types of private investment that encouraged such trends. The main structural drivers of growing pressures on water resources and land availability are discussed, including population growth, diet changes, climate change, urbanization and biofuel development. The report discusses the direct effects of these drivers, including water scarcity, increased global competition for land use and the degradation of existing resources, on land and water availability. It then examines the main types of private investments and public policies that drive these trends: large-scale land acquisition, reassertion of large-scale infrastructure programmes for surface water irrigation, public subsidies and private initiatives that stimulate access to groundwater. The second section of the report focuses on the impacts of global changes, policies and investments on farmers’ livelihoods and water use. It reviews the numerous beneficial impacts of irrigation on poverty reduction emphasizing that they are highly contextual and unequally shared across social groups. It documents the widening gap between irrigated and rainfed areas, and the risks of a medium-term crisis for agricultural economies that are based on groundwater irrigation. It emphasizes that existing policies are poorly tailored to farmers’ needs. Lastly, the section documents the complex relationship between migration and increased pressures on land and water. The third section of the report charts the way forward for more sustainable and equitable management of land and water. It takes stock of policies inspired by the principles of integrated water resources management (IWRM).

    Biofuel co-products as livestock feed - Opportunities and challenges 2012

    Climate change and predicted shortages of fossil fuels present major challenges. Currently, biofuel production is from agricultural crops grown primarily on arable land. Conflict with the traditional use of arable land, itself a limited resource, to produce food and animal feed must be avoided and economic sustainability assured. At present cereals, especially maize and wheat, and sugar cane are used for ethanol production, with soybean, oil palm and rapeseed for biodiesel production. The expa nding transport industry requires increasing amounts of biofuels, and an increasing market for co-products has generated a need for new feedstocks. Cellulosic material, often available from sub-prime land with minimal inputs, and other non-conventional sources are being investigated. Before being used as feeds, some seeds and cakes will require detoxification. The contribution of micro-algae, production of which can be achieved in coastal waters, is likely to grow in importance. These developmen ts are mirrored the broadening of the animal species receiving the co-products, from ruminants, especially cattle, and pigs to poultry and fish (aquaculture). Further developments include enhancement of the use of existing co-products and the introduction of new ones. This publication collates, discusses and summarizes state-of-the-art knowledge on the use as livestock feed and future availability of co-products from the biofuel industry. The levels at which the co-products could be safely use d in livestock diets are also presented. Throughout the book, gaps in knowledge and research topics needed to address them have been identified. These include standardization of product quality to assist ration formulation; testing of new products; development of detoxification procedures; research on micro-algae; and life cycle analysis linked to traditional nutritional appraisal. This publication covers a wide array of co-products and is a timely contribution, as people's aspirations are ris ing, evident from the increasing demand for livestock products and an ever greater reliance on transport, coupled with the challenge of maintaining agricultural production when faced with global warming. We hope that the information here synthesized will be useful to policy-makers, researchers, the feed industry, science managers and NGOs, supporting them in making information- based decisions on issues such as food-feed-fuel competition. Hopefully it will help confront the emerging challenges o f global warming, in addition to making efficient use as livestock feed of a wide range of currently available and future co-products from the biofuel industry.

    Climate-Smart Agriculture in Guinea-Bissau 2019

    The climate smart agriculture (CSA) concept reflects an ambition to improve the integration of agriculture development and climate responsiveness. It aims to achieve food security and broader development goals under a changing climate and increasing food demand. CSA initiatives sustainably increase productivity, enhance resilience, and reduce/remove greenhouse gases (GHGs), and require planning to address trade-offs and synergies between three pillars: productivity, adaptation and mitigation. The priorities of different countries and stakeholders are reflected to achieve more efficient, effective, and equitable food systems that address challenges in environment, social, and economic dimensions across productive landscapes. The country profile provides a snapshot of a developing baseline created to initiate discussion, both within countries and globally, about entry points for investing in CSA at scale. The agricultural sector is the main stay of the economy of Guinea-Bissau. In the absence of other resources, the sector despite being underdeveloped plays a leading role in supporting food security and job creation. Presently it contributes about 46% of national gross domestic product (GDP) with 84% of the population actively employed in primary production agriculture largely dominated by women. The majority of these farmer are small scale farmers farming on less than two hectare (2 ha). More than half (58%) of the total land in Guinea-Bissau is used for agriculture with area under forest heavily degraded by rapid exploitation. However, there are huge potentials for agricultural and forestry land including arable land estimated at about 1.5 million hectares. Farmers engage in the production of diverse crops and livestock such as cashew, rice (country’s staple food), sorghum, maize, etc largely cultivated by subsistence farmers. Women usually take up horticulture in the urban areas. Livestock production concentrated mainly in the north and east of the country is one of the main economic activities supporting food security and thousands of livelihoods. The country is divided into three agroecological zones based on ecological, climatic and demographic characteristics. Agriculture is mainly rainfed with very limited irrigated farming practised. About 82% of water withdrawn is used for agricultural purposes impelling a necessity for huge investments in irrigation to support agriculture production. The projected population growth and food demand is expected to have serious implications on food security with a potential to affect the agricultural sector. Despite the agro-forestry-pastoral potential and fisheries resources of Guinea-Bissau, many studies have shown that, the current food situation in the country is very precarious with poverty identified as the underlining cause. Greenhouse gas (GHG) emission from the agricultural sector has been identified as very high with the country indicating reforestation as the major action for mitigating GHG emissions in its nationally determined contribution (NDC). Some challenges for the agricultural sector identified include (i) growth in population and food demand, (ii) land use change and natural resource depletion, (iii) limited marketing opportunities of agricultural commodities, and (iv) climate change and variability. Guinea-Bissau has a typical hot, humid monsoon-like tropical climate with two well-defined seasons. Agriculture is exposed to the effects of climate change with the country vulnerable to droughts, floods and sea level rise. The projected changes in temperature and rainfall are expected to have substantial impact on water resources which are already limited in their capacity to provide sufficient water for the agriculture sector. CSA technologies and practises present opportunities for addressing climate change challenges as well as for economic growth and development of the agriculture sector. Identified CSA practises in use in the country include (i) use of organic manure, (ii) use of weather information, (iii) water supply through drip irrigation, (iv) anti-erosion arrangement, (v) forage/fodder production, (vi) crop rotation, and (vii) rainwater harvesting through the Zai technique. There are a number of institutions and policies aimed at supporting and increasing agriculture productivity and advancing CSA practises in Guinea-Bissau. These include government, private sector, the national institute for agrarian research and general directorate of rural engineering with each most of the institutions profiles having CSA-related activities that deliver on all three pillars of CSA. The Ministry of environment which serves as the country’s UNFCCC focal point and Nationally Designated Authority to the Green Climate Fund (GCF), Adaptation fund, Climate Investment Fund and Global Environment Facility is responsible for the country’s climate change plans and policies. The food and agriculture organisation of the United Nations, the United Nations development programme and the international union for conservation of nature play instrumental roles in the promotion of sustainable agriculture and environmental sustainability. Most of the climate change and CSA-related funding have come from international sources with the UNDP being of great support through its signature programmes.
