    Years of conflict in Iraq has left 3.2 million people food insecure, including those who depend on agriculture for their livelihoods. Humanitarian needs remain significant after eight months since military operations to retake Mosul from the Islamic State of Iraq and the Levant (ISIL) started. According to figures from the Iraqi Government, on 28 June 2017, more than 897 000 people had been displaced from Mosul and surrounding areas since the offensive began on 17 October 2016. As of 28 June 201 7, 152 313 people had returned to their homes in eastern Mosul and 62 513 people to western Mosul. Military operations continue in western Mosul, where concerns remain for the protection of civilians in the remaining ISIL-controlled areas in the city.

    With almost all areas controlled by the Islamic State of Iraq and the Levant (ISIL) retaken by the Government of Iraq by the end of 2017, focus in 2018 will shift from humanitarian operations to recovery and resilience. However, significant humanitarian needs remain, as conflict has severely impacted the agriculture sector and left 2 million people food insecure, including internally displaced people, host communities, returnees, residents and refugees. To address food intake gaps families often adopt negative coping mechanisms, depleting savings and generating debts. FAO is committed to restoring livestock production – one of the pillars of Iraq’s agriculture sector – to improve food security and self-reliance.

    In December 2017, the Government of Iraq announced victory over the Islamic State of Iraq and the Levant (ISIL), which took control of large parts of the country in 2014. While continuing to meet humanitarian needs, Iraq is transitioning towards recovery and resilience, including restoring the agriculture sector. FAO will ensure rural families have the resources to re-establish and secure their agricultural livelihoods. Resilience-building activities for vulnerable families will promote recovery at household, community and national levels.
