    This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries.

    This report presents the proceedings of the Regional Collaborate Platform workshop of the Water Scarcity Initiative. It provides a summary of discussions by thematic area covering the 3 key topics of water consumption, crop water productivity, and drought management. One of the main objectives of the workshop was to develop an Operational Work Plan based on the main recommendations made by each country following the discussions addressing the 3 key topics. In this report, the recommendations are made for each country based on their priorities and needs, and constitute the basis for consultations between the relevant institutions on the country level towards the elaboration of a comprehensive national work plan to be implemented into specific actions.

    This publication summarized the activities of the project (Coping with water scarcity – the role of agriculture- Phase III: Strengthening national capacities in Lebanon). The project has helped improve the national, regional and local capacity to cope with water scarcity, as a result of an improved knowledge on how water is being used in the agricultural sector. The ultimate beneficiaries of the project were the communities of the Bekaa area, who benefited from development programme, the pilot p roject and interventions utilizing water for agriculture and more efficiently. Other direct beneficiaries were the government and water management institutions who benefited, through capacity strengthening, of an improved capacity to manage available water resources and wastewater.
