    This webinar, the fifth webinar of a series on Anticipatory Action, was called “Adopting Anticipatory Action and shock-responsive social protection to strengthen disaster preparedness and resilience: Learning from the ASEAN region”. It was co-organised with the Association of Southeast Asian Nations (ASEAN) Secretariat, in close collaboration with the Asia-Pacific Regional technical working group on Anticipatory Action and support from the European Union, by the Knowledge Sharing Platform on Resilience, within the Food and Agriculture Organization of the United Nations’ (FAO's) Office of Emergencies and Resilience. Since May 2019, the FAO-led consortium of United Nations (UN) agencies (World Food Programme, United Nations Children's Fund, UN Women), Red Cross Red Crescent Movement (German Red Cross and International Federation of Red Cross and Red Crescent Societies) and non-governmental organizations (NGOs) (Save the Children International, People in Need, and Dan Church Aid) have been implementing the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO)-funded project: Scaling up Anticipatory Action and Shock Responsive Social Protection (SRSP) with innovative use of climate risk information for disaster resilience in ASEAN. The ambition of this project was to introduce new and innovative approaches in the implementation of the ASEAN Agreement on Disaster Management and Emergency Response and its work programme. Since its inception, the project has been implementing the ASEAN Guidelines on Disaster Responsive Social Protection to support country roadmaps to incorporate it alongside Anticipatory Action. Specific target countries included: Cambodia, Myanmar, the Philippines and Viet Nam. In mid-October 2021, the project commissioned an independent external evaluation to assess the: (i) relevance of ECHO-supported interventions since 2017; (ii) efficiency and effectiveness of implementation encompassing partnerships, operational arrangements and resource utilization; (iii) achievement of results and impacts on capacity development of ASEAN member states, particularly project target countries and ASEAN; and (iv) cross-cutting issues including inclusivity and resilience. The participatory review process involved all relevant stakeholders: beneficiaries, government officials, ASEAN sector bodies, implementing UN agencies, NGO partners and others. Against this background, the webinar specifically aimed to: • present the key findings on the progress of advancing Anticipatory Action and SRSP in ASEAN (and beyond) through an institutionalized approach; • illustrate project results and lessons learned relevant to the adoption, institutionalization and sustainable financing of Anticipatory Action and SRSP, including meaningful evidence of the project’s COVID-19 cash transfer impacts on beneficiaries; and • discuss recommendations for further scaling up and sustaining the proven approaches.

    During the past ten years, Haiti has been hit by multiple earthquakes and hurricanes, as well as a series of droughts linked to the El Niño phenomenon, irregular distribution of rainfall and floods while still facing cholera, diphtheria, malaria, a migration crisis and recurrent protection issues. These factors have caused widespread damage to crop, livestock and fish production, and to rural infrastructure, severely affecting the livelihoods of vulnerable households. Political instability, sharp inflation, the depreciation of the national currency and underlying poverty have also fuelled socio-political unrest over the last few years. Following confirmation of the first COVID-19 case on 19 March 2020, the Government declared a state of emergency, which has been prolonged until July 2020, and adopted essential containment measures to prevent the spread of the virus, including the closure of factories, schools, airports and ports, banning of meetings of more than ten people, night curfew, prohibition of informal street selling and reduced opening hours of public markets. The pandemic has further exacerbated the situation in an already fragile context, mainly causing: reduced availability of and access to food products, particularly due to the closure of the border with the Dominican Republic; increased food prices, including for staple foods such as beans, rice, sugar and vegetable oil; the slowdown/closure of economic activities; and market disruptions. In the framework of FAO’s Corporate COVID-19 Response and Recovery Programme and the United Nations Global Humanitarian Response Plan for COVID-19, FAO has therefore revised its humanitarian response for 2020 to mitigate the effects of the pandemic and address the needs of the most vulnerable populations.

    Progress towards Zero Hunger must be protected from the dual challenges of pandemics and climate change. The frequency of infectious disease outbreaks – including the emergence of novel viruses and zoonotic diseases – is expected to continue rising as livestock, food security, economies, and global health are increasingly threatened by a destabilizing climate. At the same time, malnutrition is unacceptably high across all regions of the world. In 2019, nearly one in ten people in the world were exposed to severe levels of food insecurity. The 13th Global Forum for Food and Agriculture (GFFA) in 2021 is seeking recommendations, guided by four questions about “How to Feed the World in Times of Pandemics and Climate Change?”: 1) How can food systems emerge strengthened from the COVID-19 pandemic? 2) How can the agricultural sector contribute to preventing further pandemics? 3) How can food systems become more climate-resilient? 4) How can food systems contribute to climate change mitigation better than before? In this brief, the four questions posed by the GFFA are addressed from the perspective of livestock systems. The crucible of COVID-19 is an opportunity to acknowledge vulnerabilities in order to “build back better” by applying the lessons learned from emergency and rehabilitation activities of past zoonotic disease outbreaks and natural disasters. This means investing in sustainable, inclusive, and resilient food systems for better production, better nutrition, a better environment, and better lives. Countering the destabilizing forces of pandemics and climate change through better mitigation and preparedness efforts can see livestock systems contribute to a sustainable future by becoming greener, safer, and more equitable
