Synopsis (short abstract) The System of Environmental-Economic Accounting for Agriculture, Forestry and Fisheries (SEEA AFF) offers the possibility to assess and report detailed accounts for primary industries while establishing important linkages with relevant ecosystem services, in line with the SEEA Experimental Ecosystem Accounting (SEEA EEA). In this paper, crop products and crop provision as ecosystem services are coherently merged to build a sustainability scoreboard for selected crops in European countries. The sustainability scoreboard uses the SEEA AFF accounts for crop products with data inputs from FAOSTAT and the Integrated system of Natural Capital Accounts (INCA) of the Joint Research Centre (JRC) for ecosystem services. The combined FAO-JRC accounting table described in this paper provides a common ground and measurement tool towards a sustainability scoreboard, useful to analyze how relevant economic, social, and environmental components behave by country. This newly derived sustainability scoreboard presents significant differences with respect to analyses based on standard agricultural statistics. Lack of sufficiently accurate data remains the major limitation to the current fuller implementation of the sustainability scoreboard. However reasonable assumptions can be made that ongoing international data collection processes (including FAO questionnaires) integrated with Geographic Information System (GIS) analysis will supply in the near future additional relevant and applicable information.

    Forests are an important component of natural capital and deliver a broad range of ecosystem services that underpin human well-being. The extent and condition of forests in many parts of the world, however, have declined dramatically during the preceding decades due to unsustainable harvesting of timber, forest fires, urbanization, and conversion to agriculture. At the same time the acknowledged importance of forest ecosystem services (FES) continues to grow, particularly the need for climate change mitigation and adaptation. This paper is a background document developed for the Food and Agriculture Organization of the United Nations (FAO) report on The State of the World’s Forests (SOFO) 2022. It reflects the results of a collaboration between FAO and the Foundation for Sustainable Development (FSD) to update the Ecosystem Services Valuation Database (ESVD). The compilation of systematically reviewed and standardized economic values of FES consolidated in the ESVD includes value estimates for all FES in nine forest ecosystem types and mangroves as per The Economics of Ecosystems and Biodiversity (TEEB) and the System of Environmental-Economic Accounting (SEEA) classifications. This paper offers an improved understanding of the role of forests in sustainable development, and highlights the potential of forests to provide a pathway towards greater resilience and a green recovery.

    The System of Environmental-Economic Accounting for Agriculture, Forestry and Fisheries (SEEA-AFF) is a statistical framework that facilitates description and analysis of agriculture, forestry and fisheries as economic activities and their relationship with the environment. It extends to these primary sectors the environmental-economic structure and principles of the System of Environmental-Economic Accounting Central Framework (SEEA CF), an official UN statistical standard. The SEEA-AFF defines core national accounting tables, easily integrated into synthetic view tables, provided as a basis for the measurement and reporting of information on physical and monetary assets and flows accounts on natural resource use, production, trade and consumption of food and other agricultural products. It thus offers countries a robust statistical structure for the development of agri-environmental indicators, including SDGs, which can be monitored in a transparent, coherent and internationally comparable manner.

    Water accounting seeks to provide comprehensive, consistent and comparable information related to water for policy- and decision-making to promote a sustainable use of water resources as well as equitable and transparent water governance among water users. One of the frameworks for environmental and economic accounting is constituted by the System of Environmental-Economic Accounting (SEEA), which the United Nations Statistical Commission endorsed as an international standard in 2012. SEEA conta ins standard concepts, definitions, classifications, accounting rules and accounting tables for producing internationally comparable statistics. This document examines the accounting tables designed by the SEEA accounting framework and investigates the likelihood of the SEEA reflecting the dependence of the fisheries sector on water resources and accounting for fisheries and aquaculture fisheries water uses and requirements. Through the lens of the fisheries sector, a more in-depth understanding of the SEEA framework for water accounting emerges.
