Synopsis (short abstract) Epidemiology workforce capacity development is a key part of strengthening Animal Health Systems. The aim of a field epidemiology training programme is to improve the institutional capacity to detect, prevent, control, and manage animal diseases that negatively impact animal and human health, farmers’ livelihoods, food security, and trade. These guidelines provide an eight-step approach to develop competency based training programmes, from assessment of the needs and readiness of a country or region, to developing, planning, implementing, and monitoring and assessment of the impact of field epidemiology training programs. A set of core competencies developed by a participative and inclusive process, for frontline and intermediate levels, are provided to guide the development of curriculum and strategic plans to better achieve field epidemiology training programme sustainability. These guidelines should assist in addressing the veterinary services and animal health systems’ needs and priorities including field epidemiology workforce capacity development.

The Food and Agriculture Organization of the United Nations (FAO) has embarked on supporting countries to improve the capacity of their veterinary services through the implementation of an in-service training programme that targets frontline veterinary staff, mentors and trainers. This two-page document has been created to raise awareness and gain support for the Frontline In-Service Applied Veterinary Epidemiology Training (ISAVET) programme before it launches at the national level in 14 countries in 2020. The programme was created in order to combat the emergence and spread of animal diseases, zoonoses, and related threats such as antimicrobial resistance, which all pose a serious threat to global health security. The programme is designed to help frontline veterinary staff to fill in the gaps in the animal health sector to prevent, detect and respond to outbreaks in a timely manner and therefore protect human health, reduce animal losses, assure consumer protection, promote safe trade and improve livelihoods.
