    Cities, with their high population density, are particularly vulnerable to the COVID-19 pandemic and many cities in developing countries do not have adequate capacity to address the disruptions caused by the response to the health emergency. The risk is particularly high for the 1.2 billion people living in the congested and overcrowded informal urban settlements where conditions are already unsafe and unhealthy for human living. The very poor and those living in slums have extremely limited access to essential health and sanitation facilities, nutritious food and adequate infrastructure such as piped clean water and electricity. The spread of the virus in crowded cities could have extensive morbidity and mortality consequences for urban populations. The COVID-19 pandemic is disrupting urban food systems worldwide, posing a number of challenges for cities and local governments that are obliged to deal with rapid changes in food availability, accessibility and affordability – which strongly impact the food security and nutrition situation of urban populations. The majority of the urban population in developing countries relies on informal sector activities and casual labour including those related to food systems (street food vendors and those working in wet markets) and have access to limited or no assets or savings. Policies to limit the effects of the virus such as lockdowns, or physical distancing can spell disaster for the livelihoods of those individuals and their families leading, inter alia, to food insecurity and deficient nutrition.

    The world is standing on the precipice of the greatest food crisis in generations. Worldwide, people and their communities are reeling from the effects of the COVID-19 pandemic, which extend far beyond the direct health impacts. Food systems have been disrupted, informal employment all but stopped for millions, markets have closed and remittances have dried up and the most vulnerable have found themselves struggling to access sufficient food. Increasingly, as smallholders are unable to access the critical inputs they need to continue producing, food availability is emerging as a major concern. Conflict, weather extremes and pre-existing economic turbulence continue to push more people into acute hunger, exacerbated by the reverberations of the pandemic. The worst-case scenario of famine is inching closer to reality for millions of girls, boys, women and men, especially for the 27 million people that were already experiencing emergency levels of acute hunger before the pandemic. Responding to these challenges requires urgent action at scale. Critical agricultural seasons, livestock movements for pasture and water, food harvesting, processing and storage – these are not activities that can be put on hold as we tackle the health impacts of the pandemic. Without support, increasing numbers of people will be forced to abandon their livelihoods and rely on much more costly food assistance to survive. Anticipatory action now is not just more cost effective than waiting to rebuild livelihoods and communities later, it is more humane and respectful of the dignity of the billions of people relying on some form of agriculture for their livelihoods. This is at the heart of FAO’s response to the indirect effects of the COVID-19 pandemic. FAO’s programme focuses on four key components to save lives and livelihoods threatened by the pandemic, as follows: (i) rolling out data collection and analysis; (ii) ensuring availability of and stabilizing access to food for the most acutely food-insecure populations; (iii) ensuring continuity of the critical food supply chain for the most vulnerable populations; and (iv) ensuring food supply chain actors are not at risk of virus transmission.

    The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive.The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience.The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
