Another aspect I have been wondering about is the difference when an external agency (NGO or governmental organisation or the like) is involved in introducing ICT into a rural area versus instances where the technology is appropriated by the people themselves. What do you think is the difference and is there a difference? I have just begun my doctoral research on mobile phone usage in India (I would like to look at rural populations) and the economic and social changes it brings about in people's lives.
