Thank you for your contributions. I think that there is a need to clarify that the "pre-filled" data will be populated with data reported for FRA 2020. Countries will of course be asked to review the pre-filled values and make changes if need be. Regarding the Tiers, when first introduced in the FRA 2015 reporting we adopted the IPCC approach where Tier 1 is the most basic method, Tier 2 Intermediate and Tier 3 most demanding in terms of complexity and data requirements. Tiers 2 and 3 are sometimes referred to as "higher tier methods" and are generally considered to be more accurate.
