Synopsis (short abstract) This study is the result of the in-depth review of FAO’s capacity building activities in biosafety. It provides a general presentation of FAO’s conceptual framework on biosafety – the FAO Biosecurity framework – and illustrates the portfolio of past and current biosafety projects at national, regional and global level, together with their structure, components and financing modality. This publication is expected not only to contribute to planning FAO future activities in this area, but also to provide strategic inputs to the formulation of shared biosafety capacity building strategies at the global level, in line with the Cartagena Protocol and other related international instruments.

    Since the entry into force of the Cartagena Protocol on Biosafety in 2003, concerted efforts have focused on mobilizing international assistance to help developing countries build their institutional capacities in biosafety and meet their obligations under the treaty. The FAO Regional Office for Asia and the Pacific, in cooperation with the Government of Thailand, launched “Asian BioNet” – a regional initiative on capacity building in biosafety of genetically modified (GM) crops in Asia. This p ublication presents the outcome of a workshop held in Bangkok, Thailand from 17 to 20 June 2013 under the auspices of Asian BioNet. The documant provides information on the existing status of national policies, guidelines, regulations and administration of biosafety, and the challenges that countries in Asia face in strengthening capacity for expanding the scope of biotechnology research and development.

    Sri Lanka possesses a wealth of biological diversity and is classified as a global biodiversity hotspot. The country ratified the Convention on Biological Diversity in 1994 and, in 2004, the Cartagena Protocol on Biosafety, which aims to address the safe transfer, handling and use of living modified organisms (LMOs). Subsequently, Sri Lanka formulated the National Policy on Biosafety and the National Biosafety Framework (NBF). In addition, MoEdrafted a specific Act addressing matters related to the safe use of modern biotechnology. However, the country needed capacity to implement the NBF. The aim of the project was to fulfil this requirement by strengthening institutional, technical and human capacity to implement the NBF in Sri Lanka.

    The 3rd issue of the Biosafety newsletter contains information about key meetings and activities that took place during the latter part of 2018 and early 2019 in the National biosafety project (Implementation of the national biosafety framework in accordance with the Cartagena protocol on biosafety). The coverage of the 3rd issue is dedicated to inform the audience about the multi-stakeholder workshop that took place to review the draft documents on strengthening policy, institutional and regulatory framework for biosafety in Sri Lanka. The newsletter also mentions about the 2nd Technical expert group meeting, 2nd Project steering committee meeting, 1st meeting to discuss about the labs for detection of Living modified organisms and the meeting of the National coordinating committee on biosafety. Further, it informs about the survey conducted to collect baseline data on the understanding of biotechnology and biosafety among stakeholders. The newsletter includes synopses about biosafety in relation to biotechnological applications and an article about biodiversity from the National project director. This issue covers an important milestone in the project, which is partnering with an international and two national entities for project implementation.
