Synopsis (short abstract) Finance and Health Ministers in the Pacific SIDS have called for an investigation of the ‘best bet’ food-based taxes under the Regional NCD roadmap. The potential publication will be based on the findings from the following work commissioned from a regional Service Provider: a) a brief literature review of the main food systems-related drivers shaping diets and dietary transition in Tonga and Palau; the main food systems-related policies/programmes currently used; and a summary of recent initia tives in the Pacific that have used economic tools such as taxation to improve diets; b) qualitative research to get a snapshot of recent food taxes in Tonga, including the processes that led to the adoption of these taxes, views of different players in the food system re. them; and Recommendations from a Stakeholder Consultation workshop to present the findings.

    Using Taxation to Address Noncommunicable Diseases: Lessons from Tonga 2019

    Tonga has experienced a high burden of noncommunicable diseases (NCDs) in the past two decades. Data indicate the continuing rise of four major NCDs -cardiovascular disease, diabetes, cancer,and respiratory diseases – as the leading causes of premature death and disability. According to latest data, NCDs accounted for four out of five leading causes of mortality in Tonga, and 99.9 percent of Tongan adults aged 25–64 are at moderate to high risk of developing an NCD. The increase in behavioral-related risk factors such as smoking, poor diet (e.g. high in sugar, salt, trans-fat and saturated fat, and low in fruit, vegetables, legumes, fish etc.), harmful alcohol intake, and physical inactivity are acknowledged as the major contributing factors to the rise in NCDs in Tonga. According to its 2012 STEPS Survey, Tonga has one of the highest rates of overweight and obesity.

    The First FAO and SPC Joint Pacific Ministers of Agriculture and Forestry meeting was held at the Iririki Resort in Port Vila, Vanuatu on 20 October 2017. The meeting combined the previous Agriculture Ministerial meetings organised separately by the Food and Agriculture Organization of the United Nations (FAO) and the Pacific Community (SPC). The Ministerial meeting was the culmination of the inaugural Pacific Week of Agriculture. The meeting was attended by Ministers from Cook Islands, Fiji, Kiribati, Papua New Guinea, Samoa, Solomon Islands, Tokelau and Tuvalu, and Heads of Delegation from Australia, Federated States of Micronesia, French Polynesia, Guam, Marshall Islands, New Caledonia, New Zealand, Palau, Tonga and Vanuatu.
