Synopsis (short abstract) This note focuses on the topic of access to fuel and energy in protracted crises, and the possible solutions using the SAFE approach, illustrated by case studies from FAO's interventions in protracted crisis situations. Access to fuel and energy – vital for food security – is often highly constrained in protracted crises. The risks posed by limited access to fuel and energy are multiple and diverse depending on the context, including malnutrition, environmental degradation, a high work burden fo r women, gender-based violence (GBV) and unsustainable livelihood activities. The inter-agency Safe Access to Fuel and Energy (SAFE) initiative and FAO’s work on SAFE address the multi-sectoral challenges associated with energy and contribute to resilience-building in protracted crises. They also make a contribution to a number of principles in the Committee on Food Security Framework for Action (CFS-FFA). This guidance note draws on FAO experience and lessons learned to support FAO staff and st rategic partners in addressing energy access as part of food and nutrition security interventions in situations of protracted crisis. Its purpose is to contribute to the implementation of the CFS-FFA principles and demonstrate that understanding and responding to fuel and energy needs and related risks are critical for effective and sustainable food and nutrition security interventions in protracted crises.

    Small-scale fisheries communities in coastal areas or close to freshwater bodies are often highly vulnerable to a range of hazards (climate change, etc.) beyond their control. Frequent social, economic and political marginalization makes small-scale fisheries communities particularly susceptible to being affected by protracted crises. Two international instruments provide guidance on how to better address these issues: the Voluntary Guidelines for Securing Sustainable SmallScale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and the The Committee on World Food Security Framework for Action for Food Security and Nutrition in Protracted Crises (CFS-FFA). The brief gives and overview of both instruments and and explains their synergies. This brief is part of a series that brings attention to the mutually reinforcing nature of four global normative instruments developed through the Committee on World Food Security (CFS) and the SSF Guidelines. Their synergistic implementation can make a difference in enabling small-scale fisheries actors to contribute to sustainable food systems by providing highly nutritious food for local communities, and it can make a difference for consumers in national, regional and international markets. The four CFS instruments with direct links to the SSF Guidelines are the CFS Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security (Right to Food Guidelines), the CFS Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), the CFS Principles for Responsible Investment in Agriculture and Food Systems (CFS-RAI Principles) and the CFS Framework for Action for Food Security and Nutrition in Protracted Crisis (CFS-FFA).

    This user guide describes how to use the Safe Access to Fuel and Energy (SAFE) Toolbox: Woodfuel Assessment in Displacement Settings for supporting field-based actors who are directly involved in the management of natural resources and protection of crisis-affected populations. This tool provides guidance for assessing, monitoring and planning energy-related interventions. The SAFE Toolbox is an Excel-based application, which supports the systematic collection and analysis of multi-sectoral f ield data on energy needs, woodfuel resources and associated risks and challenges faced by people in displacement settings. The SAFE Toolbox is intended to support the identification of the baseline situation in which no intervention to address the energy needs of displaced and host communities has been carried out. The tool can be used to establish the baseline setting and to develop alternative scenarios to compare against the baseline. The user can simulate alternative scenarios in which im proved cooking technologies and new tree plantations are introduced to increase energy efficiency, reduce energy consumption and improve woodfuel supply. These scenarios facilitate the planning of interventions to contribute to safe and sustainable access to energy for cooking and to reduce environmental impacts and other associated risks in displacement settings.
