“幽灵渔捞”听起来很怪异，对不对？不幸的是，它的确就像听起来这样地怪异。“幽灵渔捞”是指丢失或遗弃的渔具留在海洋中，困住了鱼类或其他海洋生物，杀死它所“捕获”的一切，无一幸免。
“被遗弃、丢失或丢弃的渔具”是“幽灵渔具”的正式名称。人们认识到，必须要解决这个问题才能保护海洋环境和那些依赖海洋为生的人。一般认为，每年至少有64万吨渔具被丢失或遗弃在海洋中。据粮农组织和联合国环境规划署估计，十分之一的海洋垃圾由这些“幽灵渔具”组成。

能够更容易地找回丢失渔具的现代技术促进了在减少所谓“幽灵捕鱼”及其对鱼类和濒危物种有害影响方面的努力。对该问题的日益关注及新技术不断问世等因素促使粮农组织着手制定有效的渔具标识国际准则，以此来应对棘手的海洋垃圾问题。
在海洋垃圾中有相当一部分是所谓的废弃、丢失或丢弃的渔具（ALDFG），它们正在成为海洋生态系统面临的日益严重的问题。
