港口国措施协定是专门针对非法、不报告和不管制（IUU）捕鱼的首个有约束力的国际协定。其目标是通过阻止从事了IUU捕鱼的船舶利用港口和卸货来预防、阻止和消除IUU捕鱼。这样，PSMA降低了这类船舶继续作业的动机，同时又阻碍了来自IUU捕鱼的渔业产品进入国内和国际市场。有效实施PSMA从根本上有助于对海洋生物资源和海洋生态的长期养护和可持续利用。PSMA的条款适用于寻求进入一国指定港口的外国渔船。

《关于预防、制止和消除非法、不报告、不管制捕鱼的港口国措施协定》战略特设工作组第二次会议报告
本文件包含《关于预防、制止和消除非法、不报告、不管制捕鱼的港口国措施协定》（以下简称《协定》或PSMA）缔约方设立的战略特设工作组第二次会议的报告，该会议于2024年10月21日至25日在韩国釜山举行。共有38个协定缔约方以及来自三个国家、三个政府间组织和一个国际非政府组织的观察员与会。根据缔约方通过的职权范围，SWG讨论了提高PSMA有效性的各个方面，即加强对《协定》的遵守、履行缔约方的责任、《协定》实施的监测、审查和评估机制，以及《协定》可持续运作所需的资源。根据2024年召开的五次PSMA区域协调会议的讨论和综合成果，SWG拟定了一系列建议，以加强PSMA的实施及其打击非法、不报告和无管制捕捞的有效性。SWG还审议了监督《协定》实施的多种备选方案。 下载PDF
