En todo el mundo, el 80 % de las personas extremadamente pobres viven en zonas rurales. De ellas, el 76 % trabaja en la agricultura, y un gran porcentaje depende de la agricultura de subsistencia.
Las perturbaciones y tensiones pueden afectar a la estabilidad de los sistemas agroalimentarios y abocan a los grupos vulnerables que dependen de la agricultura a la indigencia y el hambre, ya que con demasiada frecuencia carecen de los medios para gestionar los riesgos. Esto requiere enfoques de gestión de riesgos inclusivos que satisfagan las necesidades inmediatas de las poblaciones afectadas por perturbaciones, abordando al mismo tiempo las causas profundas del riesgo y la vulnerabilidad con miras a crear comunidades resilientes y pacíficas.
La protección social comprende un conjunto de políticas y programas que abordan las vulnerabilidades económicas, ambientales y sociales ante la inseguridad alimentaria y la pobreza mediante efectos de prevención, protección, promoción y transformación para sus beneficiarios.
Las intervenciones de protección social se canalizan a través de una amplia variedad de instrumentos que suelen clasificarse en tres pilares:
- asistencia social;
- previsión social;
- intervenciones en el mercado laboral.
La protección social desempeña una función fundamental en la reducción de la pobreza extrema y la mejora de la seguridad alimentaria, al tiempo que refuerza la resiliencia de los hogares en momentos de perturbación y alienta a los hogares rurales a invertir en la producción agrícola.
