The XXVIII Ibero-American Summit ends with agreements on the environment and food security with a strong focus on the consolidation of family farming

The XXVIII Ibero-American Summit of Heads of State and Government approved key instruments to address common challenges in the areas of environment, food security and rights in digital environments, as well as 16 special communiqués, including a proposal for fairer international financing for developing countries.

The Heads of State affirmed that Ibero-America needs to advance in a post-COVID recovery that leads to a reduction in inequalities and at the same time aligns the region's commitments with the global development agenda. The instruments approved at the XXVIII Ibero-American Summit are of key importance on this path: the Declaration of Santo Domingo (1), the Programme of Action of the XXVIII Ibero-American Summit (2) and the III Four-Year Action Plan for Ibero-American Cooperation (PACCI) for the period 2023-2026 (3). 

Likewise, the Santo Domingo Summit left as a legacy, among others, the approval at the highest political level of "The Critical Path to Achieve Inclusive and Sustainable Food Security in Ibero-America" (4) which proposes actions to face the great impact of the current crises on the agri-food systems in order to avoid the intensification of hunger in the region and guarantee the right to adequate food for all people. 

Among the most urgent actions, the consolidation of Family Farming and the support to the programmes implemented in the framework of the United Nations Decade of Family Farming (2019-2028) play a central role to achieve more inclusive agricultural value chains and expand the access of family farming producers to markets through the strengthening of institutions, regulatory frameworks and registration systems for family farmers.

The strategic approach of the Ibero-American Secretary General, Andrés Allamand, for the four-year period 2022-2026 is to "strengthen the Ibero-American Community", with an agenda focused on people and on making rights a reality" with the strategic objective of “maintaining Ibero-America as a privileged space for dialogue, political coordination, consensus and cooperation". 

Finally, the Ibero-American Secretary General highlighted the fact that 22 countries maintain "a unity that does not crack in the face of differences" and that they decide to join forces "for the benefit of their peoples and so that their voice is heard loudly in the international arena". 

At the end of the XXVIII Ibero-American Summit, the Pro-Tempore Secretariat of the Ibero-American Conference was transferred to Ecuador, which will host the XXIX Ibero-American Summit of Heads of State and Government in 2024, to be held in Quito, under the theme "Innovation, inclusion and sustainability in Ibero-America".

The XXIX Ibero-American Summit will be held in November 2024 in Quito, Ecuador with the theme "Innovation, inclusion and sustainability in Ibero-America".
