Disaster risk reduction at farm level. Multiple benefits, no regrets

This report presents the findings of a multi-year FAO study undertaken on over 900 farms in ten different countries that measured, using field data, benefits gained through the use of innovative farming practices designed to boost the resilience of farmers in the face of natural disasters and other shocks. Its findings show that the use of good disaster risk reduction practices offer significant economic gains at the household level, and also that – because they are usually low-cost and easily implemented – they hold significant potential for reducing disaster risks at the national and regional scales as well. These results [...]

Policy Brief: Water accounting for water governance and sustainable development

There is growing interest in water accounting, why it is needed, what benefits it brings, and equally important, how it can be put into practice. Water accounting is about quantifying water resources and uses of water, much like financial accounts provide information on income and expenditure. Interest in water accounting is based on the premise that ‘We cannot plan and manage what we do not measure’ – a statement that few would disagree with.Society needs more accurate information and answers to the key questions about water supply and demand. More data are needed but simply doing water measurements and assessments [...]

Corporate Framework to support sustainable peace in the context of Agenda 2030

The objective of this corporate Framework (the ‘Framework’) is to guide the Food and Agriculture Organization of the United Nations (FAO) in carrying out its mandate in its areas of competence and comparative advantage, i.e. food security, nutrition and sustainable agriculture, towards a more deliberate and transformative impact on sustaining peace. Following the April 2016 Security Council and General Assembly resolutions on peacebuilding, the concept “sustaining peace” encompasses activities aimed at preventing the outbreak, escalation, continuation and recurrence of conflict, including addressing root causes and moving towards recovery, reconstruction and development. The United Nations Secretary-General has called on all UN entities to [...]

Climate change for forest policy-makers. An approach for integrating climate change into national forest policy in support of sustainable forest management – Version 2.0

The critical role of forests in climate change mitigation and adaptation is now widely recognized. Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world.  In many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and cross-sectoral [...]

FAO Technical Guide 1. Introduction to gender-sensitive social protection programming to combat rural poverty. Why is it important and what does it mean?

Many social protection programmes, including cash transfers, public works programmes and asset transfers, target women as main beneficiaries or recipients of benefits. Extending social protection to rural populations has great potential for fostering rural women’s economic empowerment. However, to tap into this potential, more needs to be done. There is much scope for making social protection policies and programmes more gender sensitive and for better aligning them with agricultural and rural development policies to help address gender inequalities. Recognizing this potential and capitalizing on existing evidence, FAO seeks to enhance the contribution of social protection to gender equality and women’s empowerment [...]

Policy coherence for agricultural transformation in African least developed countries (LDCs). Aligning agriculture and trade policymaking processes

In many developing and least-developed countries (LDCs), the transformation of the agriculture sector is key for improving domestic food security and nutrition and for promoting economic development. However, efforts to raise agricultural productivity and develop inclusive and competitive agricultural value chains are often hampered by market- and trade-related bottlenecks, while initiatives promoting agricultural commercialisation, diversification and trade are often curbed by bottlenecks at farm or post-harvest levels. In this context, FAO, in collaboration with the Enhanced Integrated Framework (EIF) and European Centre for Development Policy Management (ECDPM), carried out a Multi-partner Programme Support Mechanism (FMM) Project on Trade related capacity development [...]

Kyrgyzstan. Socio-economic context and role of agriculture. Country fact sheet on food and agriculture policy trends

During the period 2007–2017, the government’s main policies for the agricultural sector aimed at reinforcing support to farmers, strengthening disaster risk management and rehabilitating degraded pastures. The government increased non-contributory social assistance expenditure for categorically targeted programmes from 1.3 percent of GDP in 2008 to 2.2 percent in 2014 (higher than levels in Europe and Central Asia). Nevertheless, the performance of the social assistance system in terms of coverage, targeting accuracy and adequacy, remains a challenge. See all FAPDA country fact sheets.
