The twelfth joint edition of the OECD-FAO Agricultural Outlook provides market projections to 2025 for major agricultural commodities, biofuels and fish. The 2016 report contains a special feature on the prospects for, and challenges facing, Sub-Saharan Africa. Over the ten year Outlook period slowing demand growth will be matched by efficiency gains in production, implying relatively flat real agricultural prices. Agriculture and social protection are fundamentally linked in the context of rural livelihoods in Africa. Poor and food-insecure families depend primarily on agriculture and partly on non-farm income and private transfers for their livelihoods, and are the main target of social protection interventions (FAO, 2015). There is increasing recognition at the global level of the role that agriculture and social protection can jointly play in combating hunger and poverty. This publication addresses the need to strengthen the interface between the scientific community, knowledge-holders and policymakers, and build capacity for and strengthen the use of science and knowledge in policymaking on the topic of ecosystem services. With respect to the ecosystem service of pollination, FAO developed a protocol to identify and assess pollination deficits in crops – resulting in a global meta-analysis, with data from eleven countries. Food losses and waste (FL&W) in the Near East & North Africa (NENA) region are high and contribute to reduced food availability, aggravated water scarcity, adverse environmental impacts and increased food imports, in an already highly import-dependent region. The National Inputs Voucher Scheme (NAIVS) will be ending at the close of this cropping year (2013/2014). NAIVS provided access to fertilizer and seeds through subsidized input packages for maize and rice. The Big Results Now (BRN) initiative was launched in 2013, which aims to modernize the agriculture sector by promoting public-private partnership and mainstream market oriented measures.

In Senegal, the government has given great importance and priority to the development and promotion of national rice production to achieve self-sufficiency by 2017. Besides, emphasis has been placed on risk management with the creation of the National Agricultural Insurance Company (CNAAS) and several plans dedicated to flood and water management.

In reaction to weather and market induced food price crises, the government has implemented various measures targeting maize in order to combat low production and high prices such as the Farm Input Subsidy Programme (FISP) in 2005/06, export bans in 2005/06, 2008/09 and 2012/13, private domestic trade bans in 2006 and 2008, and import restrictions throughout the entire period under review.
