Latin America and the Caribbean is falling short of the Sustainable Development Goal 1: Ending poverty. After two and a half decades of progress, poverty and extreme rural poverty increased by two percentage points each between 2014 and 2016. In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements. Social protection is the set of policies and programmes aimed at preventing or protecting all people against poverty, vulnerability, and social exclusion throughout their lifecycles, particularly the most vulnerable groups. When poor rural people are part of an organized group or network, it multiplies their chances of escaping the poverty trap for good. Through cooperatives, producer organizations and networks, they can improve their bargaining power and access to markets. This report reveals that some 486 million people remain undernourished in the region, highlighting that the reduction in the number of hungry and malnourished people – including children – has come to a virtual standstill. It also calls for greater resolve from governments to end hunger.

For the third year in a row, hunger is on the rise again and affects 821 million people in the world. In addition, one third of the global population suffers from malnutrition. Eradicating hunger and malnutrition by 2030 requires strategies, public policies, national laws and programs that guarantee the right to adequate food for everyone, contribute to reducing poverty and improve people’s diets according to each country’s specific context.
