- Constructing rural facilities and infrastructure, in particular reservoirs and artificial lakes, hydroagricultural projects, rural roads, storage and conservation depots for agricultural products;
- Formulating and monitoring application of technical rules and standards on the construction, maintenance and operation of hydroagricultural projects, rural facilities and infrastructure;
- Designing, implementing, monitoring and checking programmes, hydroagricultural projects, rural facilities and infrastructure in which the contracting authorities and project managers are from semi-public bodies tasked with promoting irrigated crops;
- Monitoring the activities of semi-public bodies tasked with promoting irrigated crops;
- Monitoring relations with national and international agencies active in controlling water for irrigation purposes.
