Full Project (2007 - 2012)

The full project proposal including the Project Brief and the Executive summary as well as letters of endorsement form the partner countries was compiled and submitted to GEF Secretariat in March 2006 for consideration by the June GEF Council. The formulation process drew in depth from the expertise, knowledge gained and lessons learned from the countries and region during the Project Development Facility (PDF Phase A and B).

Consideration of Kagera TAMP and many other projects for approval and inclusion in the work programme was deferred to the next GEF council meeting (4 to 8 December 2006).

The project was resubmitted in September 2006 with slight revisions to take into account GEF-4 strategic guidance and GEF Secretariat revised review criteria. The documents are attached herewith:

Project Development Process

For the development of the Kagera TAMP the GEF provided a Project Development Facility PDF-A grant of US$25,000 in March 2001. In May 2004 the development process continued with a GEF PDF-B grant of US$700,000 and some co-funding from the involved governments, FAO and UNEP.

Field-based and thematic assessments

Assessments were carried out during the PDF-B phase of the TAMP in Rwanda, Tanzania (U.R.) and Uganda with a view to establish the project baseline. This included sector studies in each country and a rapid field assessment with an interdisciplinary team of experts and representatives of local communities and land users of the status and trends of land degradation and biodiversity decline. Transects on the ground in selected representative sites and agro-ecosystems were backed up by Participatory rural appraisal (PRA) tools and dialogue to capture issues important to land users. The findings provide a transboundary overview of the situation and trends in the basin and priority issues to be addressed from the point of view of local communities and also provide a basis for continuous monitoring.

GIS and Remote Sensing

Development of a geographical information system (GIS) and spatially referenced information about the Kagera river basin is a key step in capacity building and developing the knowledge base of local people to improve management of their ecosystems. During the PDF-B phase of Kagera TAMP for each country a basic set of geographical information was collected and is presented in the following documents:

Options for enhancing economic viability of sustainable land and agro-ecosystem management practices and incentives for reversing land degradation [report]

Market access, small enterprise development and payments for environmental services (PES) as economic incentives for the use of sustainable land management practices play a relatively small but crucial part in the Kagera TAMP objectives and activities. The brief report aims, in Part I, to raise awareness of and emphasise the importance and potential of linking smallholder farmers to markets and payments for environmental services and, in Part II, to suggest the role the TAMP could play and activities that could be carried out in relation to these issues. In particular it proposes capacity building workshops that will enable the project team and district staff to successfully tackle these complex matters.

Transboundary issues that require attention through the Kagera TAMP [report]

This report provides a rapid review of relevant ongoing work in the region to address the transboundary issues that were identified for attention by Kagera TAMP during the Regional Project Steering Committee Meeting on 29 November 2005 in Entebbe (Note on transboundary issues to be addressed by the TAMP). It is intended that this review be updated and completed by the national project managers in each TAMP country.
