Objective:

To lessen the adverse impacts of hazards, reduce vulnerability and strengthen community resilience so that countries in the region become more food secure and able to focus on the development of sustainable food and agriculture systems.

Key partners:

African Union - Interafrican Bureau for Animal Resources, Deutsche Gesellschaft für Internationale Zusammenarbeit, East African Community (EAC), Intergovernmental Authority on Development (IGAD) and Vétérinaires sans frontières.

Beneficiaries reached:

National, state and local governments and regional development partners.

Activities implemented:
  • Provided support to the development and implementation of policy documents and legal instruments related to resilience, including: the EAC Livestock Policy; the “IGAD regional policy framework on animal health and trade”; the “African Union pastoral policy framework”; the “IGAD transhumance protocol; and the “IGAD protocol for the establishment of the Centre for Pastoral Areas and Livestock Development”. 
  • Supported the design and establishment of IGAD’s Drought Resilience and Sustainability Initiative platform. 
  • Reviewed disaster risk management policies in Djibouti, Kenya and Uganda. 
  • Conducted assessments on informal livestock trade in the region along the Ethiopia/Somalia, Kenya/Somalia and South Sudan/Uganda cross-border market routes, and presented results to IGAD and Member States for confirmation and recommendations. 
  • Facilitated the development of community development and contingency plans. 
  • Developed policy briefs on traditional and community institutions following a study on their role in resource management and resilience. 
  • Participated in policy and strategic coordination meetings between technical experts, county and state governors, members of parliament, Ministers of Ethiopia, Kenya, South Sudan, Sudan and Uganda. 
  • Fostered information sharing through the creation of a Web page on disaster risk reduction and support to IGAD’s regional platform portal.
Impact:
  • Contributed to the increased disaster preparedness of targeted communities through support to community planning and action.  
  • Developed and promoted regional policies aimed at reducing the vulnerability of agropastoral and pastoral communities in the Horn of Africa.
  • Strengthened collaboration and coordination among development and humanitarian initiatives in agropastoral and pastoral areas at community, state and regional levels.
