Objective:

To ensure strong leadership and coordination of emergency food security and agriculture interventions to address critical humanitarian needs, promote effective and efficient responses and build national capacities in food security analysis, response planning and coordination.

Key partners:

Ministry of Agriculture, Irrigation and Livestock (MAIL), Afghan National Disaster Management Authority, World Food Programme (WFP) and Non-governmental Organizations.

Beneficiaries reached:

Member and observer agencies of the Food Security and Agriculture Cluster (FSAC), working in fields related to food security and agriculture and/or humanitarian response. 

Activities implemented:
  • Facilitated monthly FSAC coordination meetings and regularly participated in all Intercluster Coordination Team and Humanitarian Regional Team meetings.
  • Maintained and strengthened the Early Warning Information Working Group and the Assessment Working Group.
  • Produced and shared quarterly FSAC newsletters, dashboards and Who Does What Where maps, as well as monthly bulletins on Cluster achievements.
  • Regularly updated the Cluster’s contact database.
  • Shared early warning information on market prices and agroclimatic conditions twice per week.
  • Reviewed Cluster partners’ proposals for the Common Humanitarian Fund allocation, resulting in the approval of three proposals for a total of USD 1.75 million.
  • Distributed technical guidelines on the 2016 humanitarian response packages to partners.
  • Led the 2015 Seasonal Food Security Assessment – carried out in all 34 provinces – and provided significant support on the pre-harvest appraisal to estimate crop production, both of which informed the August 2015 Integrated Food Security Phase Classification exercise. Each of these was key to formulating the Humanitarian Needs Overview and Humanitarian Response Plan for 2016.
  • Developed a detailed FSAC Strategic Response Plan for 2016.
  • Built partners’ capacity on needs assessments, proposal and report writing and coordination, which proved vital for fundraising and ensuring a more targeted response.

 

Impact:
  • Enabled FAO and WFP to provide systematic support to partners at the national and local levels on coordination, analysis and response planning, helping to improve the Cluster’s overall effectiveness as an operational coordination mechanism.
  • Enabled FSAC partners to assist 2.1 million food insecure, conflict- and disaster-affected people.
  • Helped increase local capacity to assess needs and coordinate humanitarian response through trainings and working on detailed national-level assessments through MAIL.
  • Improved FSAC partners’ access to information, enabling them to better target their programmes, creating synergies and avoiding overlap.
