Action Area 3 – Capacity development

To effectively and efficiently manage and respond to risks associated with FAST diseases incursions, EuFMD Member Nations should have adequate and available capacities and skills to enhance the resilience of the livestock sector.

The three key sub-activities:

  • 3.1 Training programme for Member Nations

The aim of sub-activity 3.1 is to develop the capacity of MNs to respond to FAST disease  crises through the design and delivery of online and face-to-face training activities. In addition to learning activities, the training menu includes cascade options to further increase training impact.

A specific training programme focusing on risk areas for FAST diseases’ incursions (e.g. Balkans – Thrace – others) aims to assist Veterinary Services and laboratories improve their emergency capacities.

  • 3.2 Skills and competencies

The expected output of 3.2 is to further develop and implement TOM (a capacity development tool), integrating  Get prepared and further improving the eemergency and laboratory competency frameworks.

  • 3.3 Emergency management practices

The expected output of 3.3 is to establish an emergency management Community of Practice, which would involve public and private stakeholders to share good practices and identify gaps and needs, resulting in the creation of Public-Private-Partnership (PPP) schemes.

The aim of activities in this sub-activity is to supports technical projects and field studies aimed at delivering tools and knowledge which could address Europe-wide technical issue priorities, against the framework of FAST national preparedness and control.
