Senegal: MAFAP supports the Ministry of Finance, Economy and Planning in the preparation of the agricultural component for the second phase of “Plan Senegal Emergent” 2019-2023

This year marks an important step in the transformation of Senegal’s agricultural sector. As part of the second phase of “Plan Senegal Emergent” (PSE II), the guiding framework for the country’s economic and social policies, MAFAP is supporting the Ministry of Economy, Finance and Planning (MEPF) in the elaboration of the agricultural component of PSE II for the 2019-2023 period.

In April 2017, the General Directorate of Planning and Economic Policies (DGPPE) at MEFP solicited MAFAP’s support to carry out a study on optimal budget allocation and reform options to improve the competitiveness of the agricultural sector over the period 2019-2023. To this end, MAFAP has capitalized on its expertise in the classification of public expenditure towards food and agriculture, and it has mobilized the expertise of the European Commission’s Joint Research Center (JRC) in CGE modelling adapted to the specific context of developing countries.

On 10 April 2018 MAFAP and JRC held a meeting in Dakar to share with the DGPPE the preliminary results of the study, refine and validate he hypotheses of the modelling scenarios. The presentations was welcomed by the DGPPE and triggered a stimulating discussion. At the end of the session, the DGPPE reaffirmed the importance of this analysis as a concrete and timely contribution to the elaboration of PSE II.
