Objective:  The agriculture sector in Lao PDR is going through unprecedented changes due to commercialization, decentralization, and internationalization through ASEAN and beyond. As part of this change process, the Ministry of Agriculture and Forestry (MAF) is moving to a more programmatic and outcome-based approach.  These changes mean that the Ministry has an ever-growing need for accurate and timely data and information that can guide decision-making, update extension workers and farmers on new agricultural technologies and practices, as well as monitor the status and progress of the sector. There is also a need for linkages between different agencies and geographic levels, in the context of sharing public information more effectively across Government.   MAF has decided to take a more strategic approach to the application and use of information and communication technologies. The new generations of web-based and mobile technologies provide an enabling digital landscape for collection, management and dissemination of information that MAF has only partially embraced.   At present within the Ministry, information is scattered and there is no standardized approach to using digital technologies to manage information.  Procedures for data collection are inefficient from the provinces are often paper-based and much staff time is absorbed in processing data from such sources. The ICT infrastructure available to the Ministry in Vientiane and to the agricultural agencies in the provinces is inadequate for requirements, and as a result, necessary data and information cannot be accessed efficiently and these public assets are underutilized.

Objective: The proposed project will adopt an integrated, multistakeholder and holistic, plot to pot food production system that will combine the production of a variety of nutritious vegetables and fruits and small scale livestock such as chickens, ducks and aquaculture toward a more self-reliant provision of school meals. School gardens and nutrition education will be integrated into the school curricula so it becomes an integral part of the teaching and learning process. School-community links to promote shared responsibility between government and communities will be strengthened. Home gardens will help improving the diets of households and nutrition education will contribute to family nutrition.

Inception Workshop for Preparation of the Project:Climate Smart Agriculture Alternatives for Upland Production Systems in Lao PDR

 Vientiane, September 13th — The Government of Lao PDR has partnered with the Global Environment Facility (GEF) and the Food and Agriculture Organization of the United Nations (FAO) to implement a project entitled “Climate Smart Agriculture Alternatives for Upland Production Systems in Lao PDR”. The main objective of the project is to enhance resilience of vulnerable upland communities to climate change impacts in upland production systems. In addition to work at the national level, the project aims to work in Luang Prabang and Houaphan provinces for a five-year project (expected 2020 – 2025) will facilitate the adoption of policies and practices for climate-resilient livelihoods and land-use planning.

 On Friday 13th of September, the inception workshop of the preparation phase will be held. The project is anticipated to be coordinated via multiple Departments within the Ministry of Agriculture and Forestry (MAF), with extensive collaboration with the Ministry of Natural Resources and Environment (MoNRE), which is the focal agency for GEF projects. The project will work first toward the promotion of more integrated climate smart land use approaches that improve the resilience of farmers in the targeted areas and in Lao PDR. Secondly, the project will work to integrate such approaches and practices into land-use planning. This should allow building a system of incentives for resilient commodity value chains in the northern. Finally, extension services to implement climate-change adaptation (CCA) approaches will be reinforced and capacity of northern upland farmers and local communities will be improved.

The meeting was opened by Mr. Savanh Hanphom, Deputy Director General of the Department of Planning and Finance of the Ministry of Agriculture and Forestry (MAF). Further to that, the meeting included a speech of the FAO Representative, Mr Nasar Hayat. Then, during the course of the day, an overview of the project’s primary technical interventions of the project was given. In addition, an overview of logical framework of the project was given, plus listing relevant stakeholders, relevant initiatives, and potential co-financing. Finally, group discussiondefined the process and confirming all deadlines for the present phase.
