Tracking adaptation in agriculture sectors

Tracking adaptation processes and outcomes is a continuous process which also encompasses monitoring and evaluation – one of the important elements of the climate change adaptation. A detailed review of existing literature on adaptation tracking tools showed a number of challenges and limitations related to their application in agricultural sectors. Though some of the tools are technically sound, practical use is constrained by non-availability of adequate baseline data and information. In addit ion, several of these frameworks are individual project specific, complex and thus seldom contribute to better informed policy level decisions and adaptation planning.  This paper outlines the importance [...]

Commemorating the 5th Anniversary of the Voluntary Guidelines on the Governance of Tenure

In the five years since the Voluntary Guidelines on the responsible Governance of Tenure (VGGT) was endorsed, the Guidelines have inspired policy and legal reforms in countries, from Gabon to Guatemala, making a real difference to people's lives. Communities, including pastoralists, rural women, fisher folk, rural workers and indigenous peoples are already using the VGGT to claim, secure and restore their legitimate rights to land, forests and fisheries.  FAO, together with relevant stakeholders and partners, and with financial support from the European Union, organized a technical thematic forum from 5 - 6 October 2017 to commemorate the 5th anniversary of the [...]

Improving ways to record tenure rights. Governance of Tenure Technical Guide 10

The FAO Governance of Tenure Technical Guides are part of FAO’s initiative to help develop capacities to improve tenure governance and thereby assist countries in applying the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security. The FAO Governance of Tenure Technical Guides are prepared by technical specialists and can be used by a range of actors. They: translate principles of the Guidelines into practical mechanisms, processes and actions; give examples of good practice – what has worked, where, why and how; provide useful tools for activities such as the design of policy and reform processes, for the design of [...]

Putting the voluntary guidelines on tenure into practice. A learning guide for civil society organizations

This learning guide was developed in partnership between several divisions of the FAO and FIAN International. The methodology draws upon the one used in the People’s manual on the guidelines on governance of land, fisheries and forests: A guide for promotion, implementation, monitoring and evaluation, developed by the International Planning Committee for Food Sovereignty (IPC) and a set of publications, among which we would like to particularly acknowledge the relevance of Enhancing stakeholder participation in national forest programmes: a training manual (FAO, 2010). This learning guide incorporates some content from these publications when relevant. This learning guide was tested in 2015 in [...]

The relationship between the governance of small-scale fisheries and the realization of the right to adequate food in the context of the Sustainable Development Goals

This conceptual-level information note seeks to highlight the human rights aspects of the goals and targets relating to food security and small-scale fisheries (SSF), particularly from the perspective of the right to adequate food, and to demonstrate how this interrelationship plays out in the monitoring mechanisms established by relevant instruments. It is the product of a collaborative effort between the Food and Agriculture Organization of the United Nations (FAO) and the Office of the United Nations High Commissioner for Human Rights (OHCHR) to support, using a human rightsbased approach, the integrated implementation and monitoring of those SDGs that are particularly [...]

The 2030 Agenda and the Sustainable Development Goals: The challenge for aquaculture development and management. FAO Fisheries and Aquaculture Circular. FIAA/C1141 (En)

This report explores the nature of the 2030 Agenda, its goals and targets, and their relevance to aquaculture development. It examines the potential contribution of aquaculture development to the SDGs, and the strengths and weaknesses of existing aquaculture guidance to support implementation of the agenda. Almost all the SDGs, and many associated targets are relevant to aquaculture development. Existing guidance and initiatives designed specifically to promote sustainable aquaculture development (including the Code of Conduct for Responsible Fisheries (CCRF) and associated Technical Guidelines; the Bangkok Declaration & Phuket Consensus; the Blue Growth Initiative) will support delivery of the SDGs. These guidance [...]

Aquaculture development. 7. Aquaculture governance and sector development

Aquaculture governance is the set of processes by which a jurisdiction manages its resources with respect to aquaculture, how its stakeholders participate in making and implementing decisions affecting the sector, how government personnel are accountable to the aquaculture community and other stakeholders, and how the respect of the rule of law is applied and enforced. Good governance of aquaculture is a necessary condition for the sector to fully realize its potential for growth. Good governance will also ensure the order and sustainability of this growth. The present technical guidelines on “aquaculture governance and sector development” have been produced to support [...]
